These are carried out under the Cartagena Convention and its three Protocols.
The Convention and its three Protocols were also included in the 2004 treaty event devoted to"Treaties on the protection of civilians.
They urged all developing countries, particularly members of the Movement,to consider ratifying the Convention and its three protocols.
The Convention and its three Protocols provide a legal framework for international cooperation in the fight against transnational organized crime.
Pending successful conclusion of these efforts, we see a pressing need for much wider ratification of the Convention and its three protocols.
A report of the Secretary-General on promoting the ratification of the Convention and its three Protocols(E/CN.15/2002/10) was submitted to the Commission at its  eleventh session.
In order to achieve that goal, States that have not yet done so must take appropriate steps to ratify the Convention and its three Protocols.
The Convention and its three Protocols were part of a tradition of international humanitarian law applicable to armed conflicts which restricted the use of certain conventional weapons.
Thus, the draft resolution urged States which had not yet done so to become parties to the Convention and its three Protocols.
To provide a comprehensive picture of the background of the Convention and its three Protocols and, by presenting the evolution of the texts, to provide the reader with an understanding of the issues confronted by the Ad Hoc Committee and  the solutions it found.
I have the pleasure today, through you, Madam,to convey to the Assembly that the Government of India has also decided to ratify the Convention and its three Protocols.
Number of States requesting and receiving assistance from the Centre in implementing the provisions of the Convention and its three Protocols, as well as their feedback on the Centre's contribution to facilitating implementation.
We have been updating our member States with regard to developments pertaining to the Convention and have been encouraging them to consider becoming parties to the Convention and its three Protocols.
Pursuant to the request of the General Assembly,the Secretary-General submits herewith information on the actions with respect to the Convention and its three Protocols for the period under review, that is, from 1 July 1995 to 30 June 1996, which is contained in the annex to the present report.
The Meeting noted that, taking into account the negative effects of organized crime on society in general and  on sustainable development,it was important to ensure the universal implementation of the Organized Crime Convention and its three Protocols.
Major achievements have been reached, including the entry into force of the Organized Crime Convention and its three Protocols as well as the Convention  against Corruption.
Member States that have not signed, ratified orresourced the Organized Crime Convention and its three Protocols and  the United Nations Convention  against Corruption(General Assembly resolution 58/4, annex) should do so and  all Member States should support the United Nations Office on Drugs and  Crime in its  work in that area(A/59/565 and  Corr.1, para. 172);
A great majority of responding States expressed the opinion that a single review mechanism,encompassing all four legal instruments(the Convention and its three Protocols), would be more coherent, as well as simpler to operate.
Measures to promote the ratification and  implementation of the Organized Crime Convention and its three Protocols were also included in the Programme of Action 2006-2010 to strengthen the rule of lawand  criminal justice systems in Africa, endorsed during the Round Table for Africa held in Abuja on 5 and  6 September 2005.
The Ad Hoc Committee on the Elaboration of a Convention  against Transnational Organized Crime has made considerable headway in drafting the convention and its three protocols on trafficking in human beings, migrants and  firearms.
Member States that have not signed, ratified or resourced the Organized Crime Convention and its three Protocols and the United Nations Convention  against Corruption(General Assembly resolution 58/4, annex) should do so, and  all Member States should support UNODC in its  work in this area(para. 172);
Substantive and  technical services to the Committee on the Elaboration of the Convention  against Transnational Organized Crime enabled it to advance its  work on the convention and its three protocols so as to complete them prior to the Millennium Assembly.
To that end, States must promote the full implementation of their obligations under the Palermo Convention and its three Protocols, which entails an obligation to categorize in national criminal law all crimes included in transnational organized crime under those legal instruments.
In the Plan of Action adopted at the end of the meeting, participants urged their respective States to becomeparties as soon as possible to the universal instruments against terrorism, the Organized Crime Convention and its three Protocols and the Convention  against Corruption.
Parliamentary documentation: reports transmitting the questionnaire to collect information on issues related to the Organized Crime Convention and its three Protocols(4); report on the work of the Conference of the Parties(1);and  reports on selected issues on the implementation of the Convention and its Protocols  for the Conference of the Parties(4);
Consistent with the views repeatedly expressed by the General Assembly, the United Nations Office on Drugs and  Crime(UNODC) and  the Office of Legal Affairs of the Secretariat have agreed to offer States the opportunity to undertake treaty actions during the high-level segment of the Eleventh Congress in Bangkok(deposit of instruments of ratification, acceptance, approval or accession)in relation to the Organized Crime Convention and its three Protocols and the four United Nations instruments against terrorism.
The representative of the United Nations Office on Drugs and Crime made a detailed presentation on the main provisions of the Convention and its three Protocols relating to trafficking in persons, the smuggling of migrants and  the illicit manufacturing of and  trafficking in firearms.
The thematic programme on action against transnational organized crime and  illicit drug trafficking for the period 2014-2015 outlines the context, the problems addressed and  the challenges faced in preventing and  combating organized crime in a globalized world and  describes the work of UNODC to assist countries in developing strategies, policies, action plans, programmes and projects in relation to all aspects of the Organized Crime Convention  and its three Protocols, as well as the three  international drug control conventions.
The United Nations Office on Drugs and Crime has continued to assist Member States with the ratification and  implementation of the Convention and its three protocols by providing technical assistance for the necessary domestic legislationand  the establishment of new frameworks for mutual legal assistance, extradition and  law enforcement cooperation.
The representatives of the United Nations Office on Drugs and Crime made a detailed presentation on the progress made by the French-speaking States of Africa in the ratification of the Convention and its three protocols concerning trafficking in persons, illicit trafficking in migrants and  manufacture of and  illicit trafficking in firearms, as well as in the ratification of the universal anti-terrorism instruments.
