It considers best practices in relation to three basic elements: the principles and design features noted below, and the institutional arrangements for organizing an assessment that are a main focus of the framework and options set out in chapter 5 of the report and reiterated below.

A member of the group of experts, Alan Simcock, presented the work undertaken by the group which, he explained, had first focused on assembling and evaluating existing assessments; second, had analysed the evaluations of existing assessments; and would,as a third step, focus on a framework and options, looking at the implications for setting up a regular process.

It will provide guidance on implementation activities, linking the 25 by 25 voluntary global target and other voluntary global targets,the global monitoring framework and options for applying it at the country level, and the tailoring of the internationally adopted treaties and actions to individual country settings.
An analysis of the current assessment landscape through the lens of five major criteria, namely:(1) scientific credibility;(2) policy relevance;(3) communication;(4) legitimacy; and(5) usefulness,will be followed by evaluations of existing assessments for the purpose of identifying best practices to inform a proposal for a framework and options for the establishment of a regular process.
Method of work: On the basis of a discussion paper outlining the possible framework and options for a non-compliance system under the Convention, based on relevant experience under other international agreements, two meetings will be convened to develop a report containing possible approaches for non-compliance guidelines.
In this connection, a workshop was organized in May 1995, by the United Nations resident coordinator for the United Nations system, government and other development partners, to review and discuss their respective roles in development, and to identify the framework and options for priority support by United Nations system organizations.
It considered also an annotated outline of the"assessment of assessments" and agreed to prepare, for consideration by States Members of the United Nations, a report that would include the following sections: an introduction to establish the context of the"assessment of assessments"; the state of the assessment landscape for oceans and coasts;evaluations of assessments; and a framework and options for a regular process.
The objective of such a report would be to provide a critical review and analysis of the existing material in order to:(a) make a gap analysis of the regional needs and priorities for conducting assessments;(b) evaluate progress on targets, implementation of conventions and agreed actions; and(c)develop proposals for a framework and options to build a regular process for regional environmental assessments, including potential costs.
The" assessment of assessments" will: assemble information about past or current assessments relevant to the global marine assessment; carry out a constructive appraisal of existing marine assessments, including coastal assessments; identify gaps and uncertainties in scientific knowledge and current assessment practices; assess how these assessments have been communicated to policy makers at the national, regional and global levels;and produce a framework and options for the regular global marine assessment process.
It agreed with the main thrust of the EEAoA to provide a critical review and analysis of the existing environmental assessments in order to:(a) make a gap analysis of the regional needs and priorities for conducting assessments;(b) evaluate progress on targets, implementation of conventions and agreed actions; and(c)develop proposals for a framework and options to build a regular process for regional environmental assessments, including potential costs.
The assessment of assessments will undertake the following tasks: assemble information about past or current assessments relevant to the global marine assessment; carry out a constructive appraisal of existing marine assessments, including coastal assessments; identify gaps and uncertainties in scientific knowledge and current assessment practices; assess how these assessments have been communicated to policy makers at the national, regional and global levels; and produce a framework and options for the regular global marine assessment process.
The report will be some 50 pages and will contain:( a) an assessment of assessments relevant to the pan-European environment priority issues, based on their scientific credibility, policy relevance, legitimacy and usefulness, as well as an analysis of gaps, needs and priorities;( b) evaluation of progress vis-à-vis targets, conventions and agreed actions; and( c) a proposal for a framework and options to build a Regular Assessment Process, including potential costs, based on relevant risk assessment processes and practices.
Its responsibilities should include laying out the framework, timeline and options for initiating and executing space mission response activities.
