We report the implementation of responsibility in a separate responsibility report annually.
This will not be a problem if, as is suggested,countermeasures are to be considered as an aspect of the implementation of responsibility Part Two bis.
These do not include in Part Three any provision stating that implementation of responsibility is covered only in so far as responsibility is invoked by another State.

Draft article 63 is fully acceptable for the Czech Republic when special rules(including the rules of the organization) are supplementing general rules,especially if they regulate the implementation of responsibility.
Article 32 dealing with the irrelevance of internal law is of great importance not only for the implementation of responsibility but also with respect to other aspects of the law on State responsibility, including, e.g., the origin of State responsibility see article 4.
As to the placement of the proposed article, there is a case for including it in Part Two of the draft articles,since it relates to the implementation of responsibility more than to its origins.
