The Office of External Relations will oversee the functions of the Information Services Section, the Resource Mobilization Unit and the Governing Council the responsibilities and programme of work of the Governing Council are reflected under policymaking organs.
However, its Information Services Section has made little progress in the development of the procurement and inventory/stores system, and there are still delays in the processing of staff entitlements, which suggests a need for a further strengthening of arrangements for establishing and monitoring time frames.
The net increase in the budget is also attributable to the redeployment of posts and associated non-post costs of the Monitoring andEvaluation Unit and the Information Services Section from the programme budget to the Management and administration budget component, in order to align the resources with the functions and activities as set out in the proposed work programme, in line with the ACABQ recommendation A/60/7.
During the biennium, the Information Services Section will seek to maximize the impact of a new mid-term strategic and institutional plan and resource mobilization strategy through a forwardlooking branding and communications strategy that is consistent with the repositioning of the organization and the key messages derived from these strategic exercises.
Once all of the supervisory posts are filled, the Information Services Section, with 5 Professional and 19 General Service staff and 3 service contractors, will have the capacity to fulfil its ambitious mandate.
Public Information Services Section 300. Three noteworthy developments occurred during the reporting period: for the first time,the staffing table of the Public Information Services Section was reduced; however, the Section's traditional output remained unaffected, with the Chief of Section becoming responsible for a new internal information service; and important changes to the public information(both external and internal) structures commenced to be discussed.
From 1 August 2004 to 31 January 2005, the Public Information Services Section operated as the main public-relations interface of the Tribunal, providing information to both journalists and the general public.
