Aid directly targeting the basic health andeducation1 sectors reached some 17% of total commitments under the relevant DCI geographical programmes(Asia, Latin America and South Africa), even without including general budget support with conditionality linked to these.
The programme will be able to back stakeholders' initiatives to support the in-country capacity development process for participating in policy debates and delivering basic services(health, education, work, security, including conflict prevention, disaster preparedness, etc.)at local level where geographical programmes cannot be used or when innovative approaches are necessary.
This is because the funding of NSA capacity building under the geographical programmes of the DCI is only possible if it is identified Ń as a result of the dialogue with the partner country Ń as a priority sector for the EC cooperation programme. .
The action plan does not have a clearly defined and dedicated budget.
