Geographical Programmes.
Thematic programmes complement the geographical programmes.

The Commission has been extensively involved in supporting local authorities in the EU and partner countries,more specifically through direct support to decentralisation through geographical programmes, as well as, the decentralised cooperation through the thematic programme'Non State Actors and Local Authorities'5.
It is chiefly implemented in countries and regions where geographical programmes do not provide for any financial support for non-state actors or local authorities owing to weak political commitment, in subregions out of reach of the country programme or in situations of difficult partnerships, fragile States, post-conflict, political instability, etc.
(12) Whereas the financial instruments used to support positive action in individual countriesshould be used in a manner consistent with geographical programmes and integrated with other development instruments to maximise their impact and effectiveness;
Funding is provided through the following programmes and instruments:(a) geographical programmes, covering neighbourhood, enlargement and developing countries(3 526 million euro);(b) thematic programmes dealing with food security, non-state actors and local authorities, the environment, health and education, democracy and human rights(846 million euro);(c) foreign policy action under the Common Foreign and Security Policy, the Instrument for Stability, Election Observation Missions and the Industrialised Countries Instrument(595 million euro); and,(d) humanitarian aid and the Civil Protection Financial Instrument(1 213 million euro).
Based on systematic analysis of external assistance management report data,new strategies should be defined to improve the geographical programmes that must remain the key source of support to civil society in the partner countries.
The programme will be able to back stakeholders' initiatives to support the in-country capacity development process for participating in policy debates and delivering basic services(health, education, work, security, including conflict prevention, disaster preparedness, etc.)at local level where geographical programmes cannot be used or when innovative approaches are necessary.
(26 b) The Union should support civil society organisations and promote their greater strategic involvement in all external instruments and programmes, including geographical programmes and the rapid response actions under this Regulation, in keeping with the Council conclusions of 15 October 2012 on'The roots of democracy and sustainable development: Europe's engagement with civil society in external relations'.
The development cooperation activities are financed by various sources, e.g. the EU general budget and the EDF, through various instruments such as the development cooperation instrument(DCI)13,including both bilateral and regional geographical programmes as well as thematic pro- grammes, and the European neigh- bourhood and partnership instrument(ENPI)14.
Under this thematic programme, the Commission is supporting the right of initiative of non-state actors andlocal authorities by funding their initiatives when geographical programmes are not the appropriate instrument and by supplementing the support that other sectoral thematic programmes can provide.
The Commission will examine the specific potential for coordination between the territorial cooperation programmes(ERDF)of French Guiana and the geographical programme"Brazil" financed by the Development Cooperation Instrument(DCI)13.
The current territorial cooperation objective of the 2007- 13 Regional Funds has a share of 2.44% of total funding andconsists of three strands:6.1. cross-border(74% of the objective)Consists of 65 dierent geographical programme areas and tackles local problems along land and maritime borders, also in the field of natural resource management, water basins etc.
