EU pre-accession assistance accompanies this accession process and consists of the Instrument for Pre-accession Assistance(IPA),which aims at supporting candidate countries in their progressive alignment with EU standards and policies with a view to EU membership, commonly referred to as the acquis(see Box 1).
The new instrument should continue to pursue the general objective of supporting candidate countries and potential candidates in their preparations for EU membership andhelp the progressive alignment of their national systems/economies with the standards and policies of the European Union, according to their specific needs and adapted to their individual enlargement agenda.

To that end, the new instrument will pursue the general policy objective of supporting candidate countries andpotential candidates in their preparations for EU membership and the progressive alignment of their national systems/economies with the standards and policies of the European Union, according to their specific needs and adapted to their individual enlargement agenda.
Having regard to the fact that Turkey has committed itself to the fulfilment of the Copenhagen criteria, adequate andeffective reforms, good neighbourly relations and progressive alignment with the EU, and having regard to the fact that these efforts should have been viewed as an opportunity for Turkey to strengthen its institutions and continue its process of democratisation and modernisation.
