This amendment to the Rules of Procedure is unnecessary.
(NL) Mr President,I wonder what is really the  point of  this report and the  amendment to the Rules of Procedure that is the  purpose of the  report.
As for timing, he said that the  issue which could be resolved before the Rules of Procedure  Panel finished its work,since any new arrangements would require an amendment to the Rules of Procedure.
