The sample of projects audited showed that the conditions for sustainability vary in importance.
The results achieved for the sample of projects examined were satisfactory.
In addition, we visited five Member States' authorities(Germany, France, Italy, Portugal and Romania)and examined a sample of projects.
The audit examined a sample of projects in Afghanistan, Iraq and Sudan covering the period 2006- 08.
The audits comprise two phases, a systems review and an audit of a sample of projects selected on a representative basis.
(1) The audit focused on a sample of projects selected among the first to have been adopted by the authorities responsible for each CIP chosen for inspection.
In addition, on- the-spot checks must be performed annually on a sample of projects representing at least 5% of the expenditure incurred.
In examining the sample of projects audited we noted little transfer of the operating structures' cumulative knowledge and experience to the rest of the public administration.
Based on this strategy, the audits are carried out on a sample of projects selected almost entirely on the basis of a risk analysis.
(1) In the sample of projects reviewed by the Court, private procurement rules were applied to 34 projects. In 23 cases the offers were found to be not comparable.
For the 2000-2006 period, the audits comprise two phases:a systems review and the audit of a sample of projects selected on a representative basis.

The sample of projects assessed during the second phase confirmed the main findings of phase 1 of the audit because a large proportion of reports were:(a) considerably delayed;(b) focusing on activities rather than interim and final results;(c) not detailed enough to assess effectiveness and efficiency.
The weaknesses observed with the reasonableness of costs of NPIs are not confined to the sample of projects, since the concrete cases identified stem from weaknesses in the management and control systems of the Member States.
The audit question was addressed by examining a sample of projects in Afghanistan, Iraq and Sudan during the period 2006- 08. These three countries roughly represent one quarter of all EU funds channelled through UN organisations during this period.
Box 2 Observations 18 23 Overall, the choice made by the Member States toimplement NPI support was reflected in the sample of projects visited by the Court, where 16 of the 28 visited projects were implemented in synergy with other rural development measures, and a majority of projects(21 of 28) was considered to be complementary to other agri-environment objectives.
An important part of the Commission's ex poststrategy is devoted to the audit of a representative sample of project in order to identify the Commission's error rate in the policy area.
