Consideration of draft two-year work programmes ICCD/COP(10)/7, ICCD/COP(10)/8 and ICCD/COP(10)/9.
These performance reports will compare the status of implementation of the two-year work programmes with the budgetary information.
At COP 9, two-year work programmes will cover years 2010- 2011, at COP 10 2012- 2013 and so on.
The structure of the 2008- 2009 JWP is consistent with the respective institutions' two-year work programmes and with the United Nations RBM framework.

It also discussed in detail the four-year workplans and two-year work programmes of the CRIC, the CST, the UNCCD secretariat and the Global Mechanism(GM), as well as the joint work programme of the GM and the secretatriat.
The report presents a preliminary analysis of progress made towards achieving the expected accomplishments included in the two-year work programmes of the CRIC and the CST and their financial performance.
Timely receipt of detailed and specific two-year work programmes prepared by National Committees so as to enable the secretariat to channel requests for support to relevant bodies of the United Nations system and to bilateral and multilateral donor agencies;

In accordance with the 10-year strategic plan and framework to enhance the implementation of the Convention(2008- 2018), the secretariat plans,carries out and monitors progress in its work by using four-year workplans and costed two-year work programmes.
An additional role of the COP Bureau is set down in The Strategy,by the request that the Executive Secretary prepare costed draft two-year work programmes for the CST and the CRIC in consultation with the respective Bureaux of the COP, the CST and the CRIC.
It is proposed that this be done as part of the reporting of both institutions to the sessions of the CRIC and the COP, as requested by decision 3/COP.8,at which they will also discuss the four-year work plans and two-year work programmes of these institutions.
Accordingly, the first set of the multi-year workplans covering years 2008- 2011, as well as related costed two-year work programmes and the joint work programme covering years 2008- 2009, were submitted to CRIC 7.
By the same decision, they requested the Executive Secretary, in consultation with the Bureau of the Conference of the Parties(COP) and the Committee on Science and Technology(CST), to present the planned contribution of the CST to The Strategy in a multi-year(four-year) work plan,to be complemented by costed two-year work programmes.
Third review of performance taking an RBM approach andbased on the reports on the two-year work programmes(2014- 2015) submitted by the secretariat and the GM, and taking into consideration the outcome of the mid-term evaluation of The Strategy.
In the following biennium(2010- 2011), joint activities of the secretariat andthe GM under the joint work programme will be integral parts of their respective two-year work programmes and related budgets.
They further requested these bodies andinstitutions to prepare costed two-year work programmes, and decided that planning and budgeting cycles should be undertaken as set out below, and that under the first planning cycle the drafts would be presented at CRIC 7 and considered along with the drafts under the first budget cycle at COP 9.
The Executive Secretary should, if so requested by the regions, provide one post per region within the available resourcesof the core budget, as reflected in costed two-year work programmes, in order to support the RCMs.
With regard to preparation of the JWP,it was decided that both entities would first prepare their multi-year work plans and two-year work programmes and carry out the related institutional reshaping required for meeting the requirements of The Strategy.
As practical tools for planning and monitoring, the secretariat was requested to prepare four-year workplans,to be updated for each Conference of the Parties(COP), and costed two-year work programmes, using a results-based management(RBM) approach.
In order to account for achievements interms of concrete results, the performance indicators contained in the multi-year workplans and the two-year work programmes of the secretariat and the GM should be SMART specific, measurable, achievable, relevant and time-bound.
In addition to the mandate given to the secretariat and the GM in the Convention text, The Strategy provides more detailed guidance on tasks and roles of the two institutions,which shall be reflected in the two-year work programmes and the four-year workplans of the same.
Having reviewed the draft multi-year(2012- 2015) workplan for the Committee on Science andTechnology contained in document ICCD/CRIC(10)/7- ICCD/COP(10)/CST/10 and the costed draft two-year work programmes for the Committee on Science and Technology and the secretariat contained in document ICCD/COP(10)/8.
According to the 10-year strategic plan and framework to enhance the implementation of the Convention(2008- 2018)(The Strategy), which was adopted by the COP in decision 3/COP.8, the Convention bodies andinstitutions were requested to prepare four-year work plans and two-year work programmes in line with their mandates, following a results-based management(RBM) approach, to outline their contribution to The Strategy.
At sessional sessions, the CRIC will only undertake the performance review(take up draft multi-year workplans,including a review of how many of the recommendations made at the intersessional sessions have been taken up in two-year work programmes) and review global issues, such as collaboration with the Global Environment Facility(GEF);
During the biennium 2008- 2009, which for the Convention institutions and bodies represented a transition phase to RBM, the planning of work was carried out in line with the guidance of the Parties:multi-year workplans for 2008- 2011 and costed two-year work programmes for 2008- 2009 were drafted as pilot exercises, following an RBM approach, for the CRIC, the CST, the GM and the secretariat.
