Special attention is devoted to assisting countries with economies in transition.

UN-Habitat continues to work closely with the Economic Commission for Europe in coordinating work on normative guidelines of the Commission's Committee on Human Settlements and in assisting countries with economies in transition to improve their capacities to implement those guidelines.

The Committee welcomed the activities aimed at assisting countries with economies in transition undertaken in the year 2007, particularly those related to the Special programme for Economies of Central Asia(SPECA), BSEC, OSCE, advisory workshops and missions.
Since extrabudgetary funding is needed to further develop these projects, the Committee reiterated its request that adequate resources be made available in the secretariat for the substantive backstopping and further development of these activities, supported the activities developed by the secretariat in cooperation with other regional andsubregional organizations and programmes aimed at assisting countries with economies in transition, and encouraged UNECE member States to make voluntary contributions to the Trust Fund for Assistance of Countries in Transition TFACT.
The Committee will have before it documents(i)TRANS/WP.5/2000/11 containing a summary of activities aimed at assisting countries with economies in transition, undertaken up to June 2000, and(ii) TRANS/2001/11 outlining activities carried out since July 2000 including the results of the Second International Euro-Asian Conference on Transport St. Petersburg, 12-13 September 2000.
The Committee noted the activities aimed at assisting countries with economies in transition undertaken in 2009, particularly related to the Special Programme of Economies of Central Asia(SPECA), BSEC, the Organization for Security and Cooperation in Europe(OSCE), the Transport Corridor Europe- Caucasus- Asia(TRACECA) and the Economic Cooperation Organization ECO.
The Joint Expert Group had been involved in different bilateral and multilateral projects(providing guidance andsupport as well as advertising the projects) assisting countries with economies in transition in introducing safety measures for hazardous activities, with a special emphasis on the prevention of accidental water pollution.
C: The Committee may wish to note the activities aimed at assisting countries with economies in transition, undertaken in the year 2004, related to the Special Programme for the Economies of Central Asia(SPECA), the South-east European Cooperative Initiative(SECI), the transit transport cooperation of landlocked and transit developing countries, etc. and the efforts made by the secretariat for raising funds to support these activities.
The Committee supported the activities developed by the secretariat in cooperation with other regional and subregional organizations andprogrammes aimed at assisting countries with economies in transition and recalled UNECE member States who have not yet informed the secretariat about their national focal point on transport statistics, to do so as soon as possible.
The Committee noted the activities aimed at assisting countries with economies in transition in the year 2002 as reflected in document TRANS/2003/7 and, in particular, the progress in TEM and TER Projects, SECI, SPECA, the five UN Regional Commissions' joint project on Capacity Building in Developing Interregional Linkages, as well as the activities aimed at contributing to the monitoring of the Pan-European Transport Corridors, as well as those related to BSEC.
The Committee may wish to note the activities aimed at assisting countries with economies in transition, undertaken in the period July 2002 to June 2003 as reflected in document TRANS/WP.5/2003/8, and in particular the progress on the TEM and TER Projects, the UNDA project on Capacity Building in Developing Interregional Linkages, as well as the Special Programme for the Economies of Central Asia(SPECA) and other advisory services provided.
The Committee may wish to note the activities aimed at assisting countries with economies in transition, undertaken in 2009, as reflected in document ECE/TRANS/2010/3, particularly related to the Special Programme of Economies of Central Asia(SPECA), the Organization of the Black Sea Economic Cooperation(BSEC), the Organization for Security and Cooperation in Europe(OSCE), the Transport Corridor Europe Caucasus Asia(TRACECA), the Economic Cooperation Organization(ECO), advisory workshops and missions.
During the biennium 2010-2011,projected extrabudgetary resources of $15,242,800 under this subprogramme will assist countries with economies in transition in the implementation of ECE legal instruments, norms and standards.
