The Netherlands favoured omitting"alleged" and suggested reference to"author" or"individuals orgroups of individuals claiming to be victims of a violation of any of the rights set forth in the Covenant.
Cyprus had been one of the first States to ratify the International Convention on the Elimination of All Forms of Racial Discrimination and one of the 25 States that had made the declaration under article 14 of the Convention, thereby recognizing the competence of the Committee on the Elimination of Racial Discrimination to receive and consider communications from individuals orgroups of individuals claiming to be victims of a violation by a State party.
