The aforementioned attacks are just some examples of the acts of terrorism and hatred being committed by armed terrorist groups against residential areas and civilians across Syria.
Since 2011, the Government of the Syrian Arab Republic, in keeping with its constitutional and humanitarian responsibilities,has marshalled all its resources to meet the essential needs of those citizens who have been affected by the crimes committed by armed terrorist groups.
Upon instructions from my Government, I have the honour to transmit herewith a detailed list of 110 violations of Syrian sovereignty, which were committed by armed terrorist groups proceeding from Lebanon to Syria during the period from 1 May to 24 July 2012 see annex.
The Government of the Syrian Arab Republic reaffirms its position, which has been consistent since 2011, namely, that it has marshalled all its resources to meet the pressing need to provide shelter, food andmedicine to all civilians who have been affected by crimes committed by armed terrorist groups.

This massacre-- which is the latest in a series of massacres that have been committed by armed terrorist groups, in this case the Nusrah Front, an affiliate with Al-Qaida, and its allies, the so-called Islamic Front and Liwa' al-Islam, that have been receiving support from certain well-known States from the outset of the crisis-- comes after the Syrian Arab Republic had drawn attention to a great deal of alarming information and evidence in numerous letters addressed to the United Nations.

Mr. Adi(Syrian Arab Republic), speaking in explanation of vote before the voting, said that it was unfortunate that the report of the Human Rights Council(A/66/53) contained resolutions S-16/1 and S17/1 on the situation of human rights in the Syrian Arab Republic, as they were based on misleading media information and used language that was unprecedented in its hostility,sending a strong message of support for acts of terrorism and violence committed by armed terrorist groups.

The decision of the Secretariat and the Office for the Coordination of Humanitarian Affairs to deliberately ignore the terrorism that is being directed against Syria with the support of Arab States, as well as States of the region and beyond, andtheir continued lack of attention to the crimes committed by armed terrorist groups undermines the credibility of these reports and those responsible for them.
