Our delegation therefore supports consideration of the exceptional situation of the population of the Republic of China on Taiwan and its eventual participation in this forum and other international organizations.
Upon instructions from our respective Governments, we have the honour to request you, pursuant to rule 13 of the rules of procedure of the General Assembly,to include an item in the agenda of the fifty-first session of the General Assembly entitled"Consideration of the exceptional situation of the inability, resulting from General Assembly resolution 2758(XXVI),of the 21.3 million people on Taiwan, Republic of China, to participate in the activities of the United Nations.
Committed to democracy and tolerance,Solomon Islands calls for renewed consideration of the exceptional situation of the Republic of China on Taiwan in the international context, on the basis of the principle of universality and in accordance with the established model of parallel representation of divided countries at the United Nations.
It is regrettable that this factor was not included in our debate when the matter was considered at the meeting of the General Committee of the General Assembly, held on 18 September 1996,in connection with the item on the draft agenda entitled“Consideration of the exceptional situation of the inability, resulting from General Assembly resolution 2758(XXVI),of the 21.3 million people on Taiwan, Republic of China, to participate in the activities of the United Nations”.

That is why my country,a co-sponsor of the draft resolution on the“Consideration of the exceptional situation of the Republic of China in Taiwan in the international context, based on the principle of universality and in accordance with the established model of parallel representation of divided countries at the United Nations”, deeply regrets that this item was not placed on the agenda of the forty-ninth session of the General Assembly.

His delegation believed that the exclusion of Taiwan from treaty obligations governing the safety of the planet's environment constituted an exceptional situation deserving serious consideration.
Given the scale and complexity of the proposed construction project, as well as the exceptional security situation and high risks presented by the operational environment of the Mission, the Advisory Committee recommends that the Secretary-General be requested to submit a complete proposal with full justifications for consideration by the General Assembly.
In the context of the post-cold-war world, consideration of Taiwan's exceptional situation would be consonant with the objectives of justice embodied in the United Nations Charter.
Regarding financing options for addressing the workload of the Commission, a view was expressed that, although the Meeting of States Parties had previously decided not to grant Commission members emoluments and expenses while they performed Commission duties,given the exceptional nature of the situation, all options should remain under consideration. .
However, it is equally clear that the root cause of the violations, the occupation, is an exceptional situation, and can consequently warrant a certain exceptional consideration.
It should define the urgent and exceptional situations in which it can be compelled to do so, and ensure that in such cases the points of view of all Member States are heard and taken into consideration in the decision-making process.
