Despite the best efforts of those actively engaged in the Focal Point Network, three years on, the Network has not played the full role envisaged for it by the Task Force and endorsed by the Executive Committee on Peace and Security, primarily as a result of the lack of dedicated capacity within the United Nations system on rule of law issues.
