Establishment of a trust fund for peace-building.
It is my hopethat such an agreement, together with the amelioration of the security situation, will soon create conditions conducive to fully utilizing the contributions made to the United Nations Trust Fund for Peace-building in Somalia.
Furthermore, the report provides information on the status of the Trust Fund for Peace-Building in Somalia and on the activities of the Somalia Contact Group.
It is my intention, therefore, in anticipation that political and financial support will be forthcoming from Member States,to put in place a trust fund for peace-building in Somalia.
Invite donors to make contributions to the trust fund for peace-building in Somalia and promoting coherency of policy approaches towards Somalia;
The Council welcomes the Secretary-General's intention to put in place a trust fund for peace-building in Somalia.
No additional contributions to the Trust Fund for Peace-Building in Somalia have been received subsequent to those reported previously see S/2003/231, para. 36.
The response to the 2002 United Nations Consolidated Appeal and to the Trust Fund for Peace-building in Somalia has been disappointing.
Encourage UNDP to continue in its efforts to mobilize resources andestablish strategic partnerships, including through the Consolidated Inter-Agency Appeal process, direct donor support and in the framework of the United Nations Department of Political Affairs Trust Fund for Peace-Building in Somalia; and.
Member States are urged to contribute to the Trust Fund for Peace-Building in Somalia in support of these longer-term efforts.

The report also provides information on the general political and security situation in Somalia as well as on the humanitarian and development activities of United Nations programmes and agencies, including measures taken in response to resolution 1425(2002), andan update on the status of the Trust Fund for Peace-Building in Somalia.
In support of such efforts, the twenty-ninth session of the Commission endorsed the establishment of a trust fund for peace-building, post-conflict rehabilitation, reconstruction and development.
Iii Invite donors to make contributions to the trust fund for peace-building in Somalia, to be put in place as proposed in the 19 December 2000 report of the Secretary-General(S/2000/1211), with a view to facilitate targeted activities in line with proposals developed pursuant to paragraph(ii) above;
The report also includes information on the steps taken by the Secretariat to establish a Trust Fund for Peace-Building in Somalia and the Somalia Contact Group.
The terms of reference for a United Nations Trust Fund for Peace-Building in Somalia, which would support the preparatory activities on the ground for a comprehensive peace-building mission and supplement the United Nations Consolidated Inter-Agency Appeal, have been jointly reviewed by the Department of Political Affairs, UNDP and the Office for the Coordination of Humanitarian Affairs.
My Representative's consultations have included preparations for the establishment of the Trust Fund for Peace-Building in Somalia and the Contact Group that will meet in Nairobi.
The Security Council requests the Secretary-General to establish, without further delay, a Trust Fund for Peace-Building in Somalia to support the preparatory activities on the ground for a comprehensive peace-building mission and supplement the United Nations Consolidated Inter-Agency Appeal, as envisaged in his report of 19 December 2000(S/2000/1211) and as indicated through the statement of its President of 11 January 2001(S/PRST/2001/1) and of 31 October 2001(S/PRST/2001/30), and invites donors to come forward and make contributions at an early stage.
Urging UNDP to capitalize on the growing importance of post-conflict peace-building activities,they expressed hope that the Secretary-General's initiative to establish a peace-building commission and a standing fund for peace-building, once endorsed, would have a positive effect on UNDP post-conflict work.
Furthermore, the following contributions have been received for the Trust Fund for Peace-Building in Somalia during the period under review: Ireland, $34,669; Italy, $536,150 and Norway, $836,533.
The Security Council calls on the international community to continue its efforts to support IGAD in its facilitation of the Somali National Reconciliation Process, and calls on the donorcountries to contribute to the Process, the Trust Fund for Peace-building in Somalia and the United Nations Consolidated Inter-Agency Appeal for Somalia.
Commends the Secretary-General for the establishment of the Trust Fund for Peace-Building in Somalia, welcomes the contributions made thus far to the Fund, and appeals to Member States to contribute to it;

I also appeal to Member States to contribute generously to the Trust Fund for Peace-Building in Somalia to support preparatory activities for a comprehensive United Nations peace-building mission in the country.
The Security Council calls on the international community to continue to support IGAD in its facilitation of the Somali National Reconciliation Conference, and calls on the donor countries and organizations to contribute to the Conference,the United Nations Trust Fund for Peace-building in Somalia and the United Nations Consolidated Inter-Agency Appeal for Somalia.
Member States are urged to support programmes through the consolidated appeals process and the Trust Fund for Peace-Building in Somalia, which are aimed at assisting Somali communities to rebuild, to reconcile their differences and to work towards peace.
Further requests the Secretary-General to invite Member States to make contributions to the United Nations Trust Fund for Peace-Building in Somalia, acknowledging any pledges already made, and to ensure proper coordination among the involved United Nations agencies in implementing the tasks to be carried out in accordance with the statement of its President of 28 March 2002;
In support of this, in March 2002 the United Nations Security Council requested that the Secretary-General coordinate ongoing peace-building activities and provide for their incremental expansion andestablish a Trust Fund for Peace-Building in Somalia that would support preparatory activities on the ground and supplement the United Nations Consolidated Inter-Agency Appeal for Somalia.
