The secretariats of the Consultative Committee on Administrative Questions(Personnel and General Administrative Questions), the Consultative Committee on Administrative Questions(Financial and Budgetary Questions), the Consultative Committee on Programme and Operational Questions and the Information Systems Coordination Committee were located in Geneva.
The Committee expressed dismay at the statements, specifically in sections I.B.3, III.A andB of E/1993/47/Add.1 dealing particularly with personnel and general administrative questions and with financial issues.

One of the initiatives undertaken by the former Consultative Committee on Administrative Questions(Personnel and General Administrative Questions)(CCAQ(PER)), at the request of ACC, was the introduction of the Participating Agencies Mobility System(PAMS) in January 2000.

The Consultative Committee on Administrative Questions(Personnel and General Administrative Questions)(CCAQ/PER) should continue to monitor and make concrete recommendations regarding steps being taken in the United Nations Secretariat to achieve the target of 50 per cent women in managerial and decision-making positions by the year 2000, as well as steps to achieve gender balance in the United Nations system as a whole.
ITU notes its involvement, along with a number of other United Nations organizations,in the Participating Agencies Mobility System(PAMS), which was recently developed through the joint efforts of the former Consultative Committee on Administrative Questions/ Personnel and General Administrative Questions(CCAQ/PER) and its partner committee, the Information Systems Coordination Committee ISCC.
For this purpose, UNOPS participates in the Consultative Committee on Administrative Questions-Personnel and General Administrative Questions(CCAQ-PER), the United Nations Common Services Task Force and the United Nations Development Group, as well as in the International Civil Service Commission.
The Office for Inter-Agency Affairs which serviced and supported ACC and its Organizational Committee, the different secretariats of the former Consultative Committee on Programme and Operational Questions, the former Consultative Committees on Administrative Questions(Personnel and General Administrative Questions, and Financial and Budgetary Questions) and the former Information Systems Coordination Committee.
Many of the activities of the Consultative Committee on Administrative Questions(Personnel and General Administrative Questions)- as well as its meetings- are coordinated with those of the International Civil Service Commission, at which it represents the executive heads of the organizations and is responsible for putting forward the common positions of the administrations on all issues under consideration.
The Committee is assisted in this regard by its Advisory Panel on Operational Activities Training,which comprises not only CCPOQ members but also representatives of the Consultative Committee on Administrative Questions Personnel and General Administrative Questions(CCAQ(PER)) Subcommittee on Training, the Joint Consultative Group on Policy(JCGP) Subgroup on Training and individual experts.
The Consultative Committee on Administrative Questions(Personnel and General Administrative Questions)(CCAQ(PER)) drew the attention of ACC to several key issues, in particular the examination of the application of the Noblemaire principle; the status of women in the secretariats of the United Nations system; the framework for a supportive work/family agenda; and the security and safety of United Nations system staff and associated personnel.
CCAQ operates through regular meetings of senior administrators, which are normally held separately, twice a year, in each of its two general areas of concern, personnel andgeneral administrative questions being dealt with by CCAQ(Personnel and General Administrative Questions(PER)) and financial and budgetary questions by CCAQ Financial and Budgetary Questions FB.
In paragraph 5 of the report of the Secretary-General to the forty-seventh session of the General Assembly(A/C.5/47/61)it was indicated that efforts were under way to have the issue of travel standards considered on an inter-agency basis through placing it on the agenda of the Consultative Committee on Administrative Questions(Personnel and General Administrative Questions) with a view to achieving the conformity and consistency in air-travel standards requested by the Assembly.
The General Assembly's request was considered by the Consultative Committee for Administrative Questions(Personnel and General Administrative Questions) at its eightieth and eighty-first sessions in February and July 1994, respectively, on the basis of notes submitted by the United Nations Secretariat.
While the data on organizations of the United Nations system would appear to provide some justification for an improvement in the standards of accommodation for air travel applicable within the United Nations, there does not seem to be a sufficiently strong case for such a recommendation at this time,particularly since the Consultative Committee on Administrative Questions( Personnel and General Administrative Questions) is also seized with the matter of arriving at a system-wide common standard of accommodation.
During the biennium 1996-1997, the CCAQ secretariat will provide substantive servicing for four one-week regular sessions of the Committee on Personnel and General Administrative Questions, plus an additional two- to three-week session of the Committee in conjunction with the session of ICSC and four one-week sessions of the Committee on Financial and Budgetary Questions, and various standing and ad hoc working groups, including the Subcommittee on Job Classification, the Subcommittee on Staff Training and various others.
The Secretary-General stated in the report that efforts were under way to have the issue of travel standards for staff members considered on an inter-agency basis through placing it on the agenda of the Consultative Committee on Administrative Questions(Personnel and General Administrative Questions), and that he therefore considered it advisable to postpone to the forty-eighth session of the Assembly the submission of recommendations with regard to travel of staff members of the United Nations.
The Consultative Committee on Administrative Questions operates through regular meetings of senior administrators, which are normally held separately, twice a year, in each of its two general areas of concern, personnel andgeneral administrative questions being dealt with by the Consultative Committee on Administrative Questions(Personnel and General Administrative Questions), and financial budgetary questions by the Consultative Committee on Administrative Questions Financial and Budgetary Questions. .
General administrative instructions on such questions shall, except in cases of urgency, be shown in advance to the Committee for consideration and comment.
General administrative instructions or directives on questions within the scope of paragraph(d) shall be transmitted in advance, unless emergency situations make this impracticable, to the executive committees of the staff representative bodies concerned for consideration and comment before being placed in effect.
Representatives of the World Tourism Organization shall be entitled to participate, without vote, in the deliberations of the General Assembly or any committee thereof established by it, at all times when the budget of the World Tourism Organization or general administrative or financial questions concerning the World Tourism Organization are under consideration.

Emphasizes that the Fifth Committee is the appropriate Main Committee of the General Assembly for administrative and budgetary questions;
Resources amounting to $348,700 are included in the Secretary-General's report(A/64/697)for the secretariat of the Advisory Committee on Administrative and Budgetary Questions to cover general temporary assistance costs related to two Administrative Officer(P-4) positions proposed.
If, in that regard, Committee members had encountered some difficulty, it was because those proposals were not automatically approved by the Controller's Office orby Member States sitting on the Fifth Committee of the General Assembly Administrative and budgetary questions.
