He noted that the General Assembly had added an item entitled"Personnel questions" to the agenda of the Committee at the current session to enable the Chairman of the Fifth Committee to report on the work of the open-ended Working Group on the question of the formula for the determination of equitable geographical representation of Member States in the Secretariat, pursuant to General Assembly resolution 47/226.
He noted that the General Assembly's ongoing work had to include items such as the New Partnership for Africa's Development(NEPAD), HIV/AIDS, migration and arrangements for reviewing the implementation of the Monterrey Consensus, and that the outcome document had invited the Secretariat to undertake work on system-wide coherence this year, with the aim of improving the way United Nations development, humanitarian and environment activities were managed and coordinated.
He also noted that the General Assembly, by its decision 62/547 of 3 April 2008, had set, effective 1 April 2008, the annual net base salary of judges of the International Court of Justice at US$ 158,000,"with a corresponding post adjustment multiplier equal to 1 per cent of the net base salary, to which would be applied the post adjustment multiplier for the Netherlands.
He also noted that the General Assembly was not generally perceived as a parliament and that it was important that the sovereignty of Member States be respected and reflected in that regard.
He noted with satisfaction that the General Assembly, in resolution 54/244, had reaffirmed resolution 48/218 B, by which the Office had been established.
He noted that the two co-chairs of the General Assembly consultation process had repeatedly stated their belief that the process was irreversible.
In that regard, he noted that the existing policies were set by the General Assembly.
