The CHAIRMAN welcomed the delegation of Malta andinvited it to present the initial report of Malta.
Mrs. ILIOPOULOS-STRANGAS(Country Rapporteur) read out the conclusions andrecommendations of the Committee on the initial report of Malta.
The Committee considered the initial report of Malta(CAT/C/12/Add.7) at its 255th and 256th meetings, on 7 May 1996(CAT/C/SR.255 and 256), and has adopted the following conclusions and recommendations.
In a letterdated 20 June 2000, the Permanent Mission of Malta to the United Nations Office at Geneva transmitted comments relating to the recommendations adopted by the Committee on the Rights of the Child in its concluding observations(CRC/C/15/Add.129) on the initial report of Malta CRC/C/3/Add.56.
The Committee against Torture considered the initial report of Malta(CAT/C/12/Add.7) at its 255th and 256th meetings, on 7 May 1996(see CAT/C/SR.255 and 256), and adopted the following conclusions and recommendations.
The Committee considered the initial report of Malta(CRC/C/OPAC/MLT/1) at its 1160th meeting(see CRC/C/SR.1160), held on 11 September 2006, without the presence of a delegation of the State party which, in accordance with the Committee's decision 8, adopted during the thirty-ninth session, opted for a technical review of the report. .
The Committee considered the initial report of Malta(CRC/C/3/Add.56), submitted on 26 December 1997, at its 633rd and 634th meetings(see CRC/C/SR.633-634), held on 26 May 2000, and adopted the following concluding observations.
The Committee considered the initial report of Malta on the implementation of the Covenant(E/1990/5/Add.58) at its 32nd to 33rd meetings, held on 9 November 2004, and made public, at its 56th meeting, held on 26 November, the following concluding observations.
The Committee also noted that the initial reports of Malta and Somalia, which were due in 1991, had not yet been received in spite of five reminders to each of those States parties.

The Committee considered the combined initial, second and third periodic report of Malta(CEDAW/C/MLT/1-3) at its 656th and 663rd meetings, held on 13 and 19 July 2004 see CEDAW/C/SR.656 and 663.
At its forty-seventh session, the Committee will have before it the following reports: the combined initial to fourth periodic reports of the Bahamas(CEDAW/C/BHS/4); the sixth periodic report of Burkina Faso(CEDAW/C/BFA/6); the combined fourth and fifth periodic reports of the Czech Republic(CEDAW/C/CZE/5); the fourth periodic report of Malta(CEDAW/C/MLT/4); the combined fifth and sixth periodic reports of Tunisia(CEDAW/C/TUN/6); the combined fourth to seventh periodic reports of Uganda CEDAW/C/UGA/7.
Please also indicate whether the concluding observations adopted by the Committee upon the consideration of the initial, second and third periodic report of Malta(A/59/38, paras. 88-123) were widely disseminated in Malta, in Maltese and English, in order to make the people, in particular government officials and politicians, as well as women's non-governmental organizations, aware of the steps that have been taken to ensure the de jure and de facto equality of women and of any further steps in this regard.
Combined initial, second and third periodic reports of Malta continued.
The initial, second and third periodic reports of Malta had been submitted in December 2002.
During the Committee's consideration of Malta's initial report, it had emerged that, owing mainly to technical difficulties, many people in Malta had had to wait several years before being brought to trial.
The Committee was informed that the initial reports of Malta, Latvia and the second periodic reports of Cyprus, Iceland and Yemen as well as the third periodic report of Morocco had been received.
While the report did to some extent follow the Committee's guidelines,it failed to address a number of questions which had been raised during the Committee's consideration of Malta's initial report, and there had surely been some developments between the consideration of the initial report and the date at which the second report had been submitted.
The Committee proposed the following list of reports to be considered at its thirty-first session: the combined initial, second and third periodic report of Angola; the follow up report of Argentina; the fifth periodic report of Bangladesh; the fifth periodic report of the Dominican Republic; the combined second and third periodic report of Equatorial Guinea; the combined initial, second and third periodic reports of Latvia and Malta; and the fifth periodic report of Spain.
Mr. QUINTANO(Malta) began by apologizing to the Committee for Malta's delay in submitting its initial report, which was due solely to shortage of staff.
The Committee decided to send reminders to the Governments of Gabon, Equatorial Guinea, Nepal, Malta, Somalia and Zimbabwe whose initial reports were overdue.
The most recent initial national communications that have been included since the fifth compilation and synthesis report are those from Brazil, Cameroon, Central African Republic, China, Comoros, Democratic People's Republic of Korea, Dominican Republic, Gabon, Gambia, India, Madagascar, Malawi, Malta, Nepal, Nigeria, Pakistan, Palau, Solomon Islands, South Africa, Sudan, United Republic of Tanzania, Viet Nam and Zambia.
