The allegation that 900 Iraqi teachers in Ninawa, most of them Assyrians, were"pensioned off" andthat 100 Assyrian teachers in Kirkuk Governorate were dismissed is astonishing, since the Assyrian teachers do not amount to that number, which is exaggerated.
Concerning the delayedKirkuk Governorate Council elections, UNAMI intensified its engagement with stakeholders in the Council of Representatives and in the Governorate on a way forward. On 20 July, the Speaker issued a letter in which he confirmed the participation of UNAMI as an adviser to the joint committee of the Council established on 17 July regarding the organization of the elections. On 1 October, the joint committee requested UNAMI to prepare a proposal on a mechanism to secure Kirkuk before and during the elections.
The coming year will likely see an increase in tensions, given the planned nation-wide Governorate Council elections,including the delayed elections for the Kirkuk Governorate Council and those in the Kurdistan region, to be followed in 2014 with elections to the Council of Representatives.
Fifteen separate reports have been prepared on districts in four governorates across northern Iraq from the border with the Syrian Arab Republic to the border with the Islamic Republic of Iran, including Sinjar, Tal Afar, Til Kaef, Sheikhan, Akre, Hamdaniya and Makhmur districts in Ninawa Governorate; Al Hawija, Dibis, Daquq andKirkuk districts in Kirkuk Governorate; Tuz district in Salahadin Governorate; and Kifri and Khanaqin, as well as the subdistrict of Mandali in Baladruz district, in Diyala Governorate. .
The committee was tasked by the Council of Representatives to(a) determine a power-sharing formula before provincial elections are held in the Kirkuk Governorate;(b) assess the issue of property disputes before and after 9 April 2003; and(c) consider demographic issues with the technical assistance of the United Nations.
The Human Rights Office in Kirkuk will be headed by one Human Rights Officer(P-4),who will have responsibility for day-to-day management of the office, for identifying human rights priorities in the Kirkuk Governorate, and for developing responses to those issues in consultation with the Chief Human Rights Officer.
I urge all relevant parties to resume efforts to expedite governorate elections in Kirkuk, as those elections are long overdue.
