In the Malacca Strait area, coordinated sea patrol by the security forces of the littoral States concerned was judged by the Group of Experts to be the most significant factor in the reduction of acts of piracy and armed robbery.
The areas affected were the South China Sea(34 incidents), East Africa(34), West Africa(25), the Indian Ocean(17),South America(7), the Malacca Straits(2), the Arabian Sea(1), and the Mediterranean 1.
During the colonial Dutch East Indies era in the 19th and early 20th century the city remained important, especially as a major trading point:Siak river navigation conditions provide a stable relationship with shipping from the Malacca Strait.
The areas most affected by acts of piracy and armed robbery against ships were the Far East,in particular the South China Sea and the Malacca Strait; South America and the Caribbean; the Indian Ocean; and West and East Africa.
The number of reported actual or attempted acts increased from 140 to 152 in the South China Sea; from 66 to 96 in the Indian Ocean; from 67 to 72 in South America and the Caribbean; from 47 to 67 in West Africa; andfrom 34 to 38 in the Malacca Strait.
The same areas continued to be most affected by pirates and armed robbers: the Far East,in particular the South China Sea and the Malacca Strait; Latin America and the Caribbean; the Indian Ocean; and West and East Africa.
In response to concerns at the rising number of attacks by pirates and armed robbers against ships and the increasing danger to life and the marine environment caused by such attacks, IMO has recommended various measures to Governments,the most recent of which was the implementation of the recommendations of a Group of Experts on the Malacca Strait Area.
The areas affected were the South China Sea(71 incidents), the Indian Ocean(52), East Africa(32), West Africa(31),South America(26), the Malacca Straits(18), the Caribbean(6), the Arabian Sea(3) and the Mediterranean 1.
As to stowaways, in 2009 it was reported to IMO that out of a total of 259 stowaways, 162 had travelled from countries of the Mediterranean, Black Sea and North Sea region; 74 from the West African region; 14 from the Indian Ocean and East Africa region; 8 from North and South America and the Caribbean region; and 1 from the Far East,South China Sea and Malacca Strait.
The main areas affected were the South China Sea(34 incidents), East Africa(29), West Africa(28), the Indian Ocean(24),South America(7), the Malacca Straits(7), the Arabian Sea(5), the Persian Gulf(1) and the Mediterranean Sea 1.
An extensive hydrographic survey of the Straits is planned under the recently launched four-year regional marine electronic highway demonstration project,financed by GEF/World Bank, so that electronic navigational charts with a scale of 1:10 ,000 can be developed to cover certain important navigational areas along the length of the traffic separation scheme of the Malacca Strait.
COMMENDING FURTHER the joint efforts of the armed forces of the littoral States in contributing to the security of the Straits, through the Malacca Straits Coordinated Patrols and the"Eyes in the Sky" maritime patrols.
The number of acts reported to have occurred or to have been attempted in the South China Sea decreased from 113 to 97,from 60 to 16 in the Malacca Strait, from 57 to 23 in West Africa and from 46 to 25 in South America and the Caribbean, but increased from 41 to 51 in the Indian Ocean and from 13 to 48 in East Africa.
COMMENDING the efforts of the defense forces of the littoral States andThailand in strengthening modalities for co-operation such as the initiative of Indonesia on the Malacca Strait Security Initiative in an effort to enhance maritime security in the Straits; .
We would also be happy to share our experience in working with Malaysia and Indonesia,through initiatives such as the Malacca Strait Patrols, and our experience as the host of ReCAAP ISC, which has contributed to successfully reducing piracy in the Straits of Malacca and Singapore.
