Community violence affects marginalized groups of children.

In order for all children to enjoy the right enshrined in article 12,the Committee stresses that appropriate measures need to be undertaken to address discrimination against vulnerable or marginalized groups of children such as those affected by poverty or armed conflict; children without parental care, including children in institutions; children with disabilities; refugee and displaced children; street children; and children belonging to indigenous and minority groups. .
States parties must mobilize andallocate resources to improve the situation of marginalized and vulnerable groups of children.
Within this allocation,preference should be given to funds directed towards the most marginalized and vulnerable groups of children and families.
Particular attention must be given to identifying and prioritizing marginalized and disadvantaged groups of children, as well as children who are at risk of any form of violence and discrimination.
Prioritize children in all budget and fiscal decision-making; where resources are limited,children's rights should be given precedence, with special funds directed towards the most marginalized and vulnerable groups of children and families;
Education policies take into consideration the special requirements of marginalized groups, including migrant children, such as language training;
Some respondents suggested emphasizing the participation of certain marginalized groups women, children, indigenous people, victims of leprosy, migrants and displaced persons, victims of armed conflicts and persons with disabilities.
