While the adoption of a specific agenda sub-item on human rights, mass exoduses and displaced persons by the Commission, and an item on freedom of movement by the Sub-Commission are positive steps in streamlining the discussion on the question of forced displacement, the Commission may wish to examine the possibility of finding additional ways or mechanisms for the rationalization of the work on human rights-related issues of forced displacement.

The Office further suggested that the work of the Commission could be enhanced by focusing attention on issues of forced displacement,rather than dividing its attention between mass exoduses and the internally displaced. .
The international community has a responsibility to cooperate with countries affected by mass exoduses of refugees and displaced persons, in particular developing countries.
UNHCR recalls its commitment to active cooperation in worldwide efforts to address the problems resulting from mass exoduses of refugees and displaced persons.
