Developments regarding the multi-year work programmes of the functional commissions in 2002.
The Council itself, when selecting themes for its coordination segment, could take into consideration commissions' multi-year work programmes.
The multi-year work programmes would serve as a guide on the issues to be covered.
In doing so, the Council will also need to take into account the multi-year work programmes of the functional commissions.
The following table summarizes multi-year work programmes of the functional commissions between 1997 and 2002 for follow-up to the conference within their purview.
The Council is expected to resume its consideration of the issue, taking into account the need for related multi-year work programmes for both the coordination segment and the annual ministerial reviews.
During 2001, Commissions that developed new, multi-year work programmes or expanded existing ones have to some extent taken into consideration the work programmes of other Commissions, as well as of relevant global events and processes.
A more encompassing multi-year programme covering the management of overall agendas would go beyond both longer-term cycles and multi-year work programmes for individual agenda items.
With respect to paragraphs 78(c),(d) and(e) above, multi-year work programmes have been established and are being implemented as described in the present report.
Commissions could also request to be provided with comprehensive information about existing multi-year programmes of work when preparing new multi-year work programmes or selecting themes for thematic debates.
For the four commissions noted in paragraph 15 above, multi-year work programmes have either been completed or are about to be completed in the near future.
In paragraph 7 of Economic and Social Council resolution 2001/27, the Secretary-General was requested to submit to the Council, when it considered the themes for its high-level and coordination segments,information about the functional commissions' multi-year work programmes.
Part II reviews the methods of work of the Commissions,including multi-year work programmes, in relation to the guidance provided by the Council in relevant resolutions.
In paragraph 7 of its resolution 2001/27, the Economic and Social Council requested the Secretary-General to submit to it, when it considered the themes for its high-level and coordination segments,information about the multi-year work programmes of the functional commissions.
The Council should also ensure the harmonization andcoordination of the agendas and multi-year work programmes of the functional commissions by promoting a clearer division of labour among them and by providing clear policy guidance.
The Council may advise functional commissions to make the maximum use of the work of the Commission on the Status of Women when monitoring the implementation of gender-related recommendations of conferences falling within their own mandate and in accordance with their multi-year work programmes.

The Council may wish to invite the four functional commissions which were not covered by the recommendation contained in paragraph 2 of annex II of its resolution 1998/46, which was addressed to the functional commissions responsible for follow-up to the major conferences,to also adopt multi-year work programmes.
The representatives of thefunctional commissions noted that, since several commissions had already established multi-year work programmes, it would not be possible to align their work programmes with the themes adopted for the annual ministerial review.
With this in mind, the Council may wish to invite the four functional commissions which were not covered by its recommendation contained in paragraph 2 of annex II of its resolution 1998/46, addressed to the functional commissions responsible for follow-up to the major conferences,to also adopt multi-year work programmes.
Emphasizes that the agencies should continue to improve their operational guidelines,results-based management and multi-year work programmes, and deepen further inter-agency cooperation on the implementation of conference outcomes;
The Council may also wish to decide that in developing future multi-year work programmes of individual functional commissions, these programmes should be coordinated with those of other functional commissions in such a manner that the themes and issues that will be considered or have been already decided for consideration by these commissions can be addressed from different perspectives in the same calendar year.
Such common themes could also serve to orient the Council's contribution and its interaction with its functional commissions andbe a source for the identification of themes for their multi-year work programmes, and, to the extent possible, introduce some thematic unity across them.
Such bureau meetings could be used to discuss both procedural questions(working methods, multi-year work programmes or themes for special debates, joint or shared report preparation, participation of civil society, etc.), as well as substantive and policy questions in areas of common interest.
In order for the Economic and Social Council to provide overall guidance and system-wide coordination in the implementation of the outcome of the Summit,it is of signal importance to harmonize and coordinate the multi-year work programmes of all the relevant functional commissions and to avoid duplication of work. .
Reviewing progress achieved at the national andinternational levels on specific issues under their multi-year work programmes through appropriate reporting systems, so as to draw attention to common experiences, successful approaches and areas of particular difficulty, and to identify new and emerging issues that require priority attention;
Requests the Secretary-General to present a report to the 1997 substantive session of the Council, containing an analysis of the multi-year programmes of work of the relevant functional commissions,along with recommendations for better harmonizing and coordinating their respective multi-year work programmes with that of the annual substantive session of the Council;
The functional commissions also pursued follow-up of conferences according to their multi-year work programmes, encompassing the various aspects of the United Nations development agenda including: employment, ageing, gender and finance, post-conflict peacebuilding, violence against women, alternative development and the information society.
The Council may wish to invite the Commission on the Status of Women, the Commission for Social Development andthe Commission on Sustainable Development to take into consideration the multi-year work programmes of the other functional commissions when they elaborate their new multi-year programmes of work during 2001 and 2002.
In those resolutions, the Council provided specific guidance for its functional commissions on issues such as working methods, multi-year work programmes, harmonization of work programmes among functional commissions, exchange of information between commissions and between commissions and the Council, the role of the bureaux, inter-sessional preparation of sessions, documentation and reporting.
