The problems of peace and development are not what they were in 1945.
Soldiers are returning home to their families, andpoliticians can start to address all the problems of peace in contrast to the problems of war.
The problems of peace, security and development are multiple and complex.
This declaration reflected the viewpoint of the international community on problems of peace, security, development, environment, human rights, and governance.

Russia intends to continue to provide assistance to Africa in resolving problems of peace and security on the continent, based upon respect for the sovereignty and territorial integrity of the African States.
The office would be a strong political presence, aimed at strengthening that partnership and promoting a comprehensive andintegrated approach to the problems of peace, security and development in the subregion.

The seventh ministerial meeting of the Standing Advisory Committee on Security Questions in Central Africa was held from 31 August to 1 September 1995 at Brazzaville,and examined the problems of peace and security in the subregion of Central Africa.
Unquestionably, the"Agenda for Peace" provides the Organization with a point of reference,which enables us to approach the problems of peace in a global environment that is in a state of change and compels us to reflect on the question of what constitutes the very foundations of peace. .
They also resolved"to ensure greater policy coherence and better cooperation between the UN, its agencies, the Bretton Woods Institutions and the WTO,as well as other multilateral bodies with a view to achieving a fully coordinated approach to the problems of peace and development.
There is a need for coherent,integrated policies for problems which have so far been treated largely as separate questions- problems of peace and security, development, trade, democracy and human rights, the environment.

Mr. Ikouebe(Congo)(spoke in French):As we open this session of the General Assembly the world is still facing problems of peace and security, crises, conflicts, inequality among States, poverty, hunger and disease.
In the Declaration, Member States agreed to ensure greater policy coherence and better cooperation between the United Nations, its agencies, the Bretton Woods Institutions and the World Trade Organization,as well as other multilateral bodies, with a view to achieving a fully coordinated approach to the problems of peace and development.
We welcome the fact that it is precisely in the United Nations that the development of an integrated approach to the problems of peace and development was initiated, and that it has been precisely in the United Nations that the formation of new frameworks of international cooperation for development has begun on the basis of a genuine global partnership.
Welcomes the report of the Secretary-General on the causes of conflict and the promotion of durable peace andsustainable development in Africa1 for its holistic approach to the problems of peace and development in Africa and the concrete recommendations contained therein;
It is our pleasure today to reiterate our high appreciation for the active role that the United Nations has played in settling the problems of peace, security and development in the world, and to pay homage to Mr. Kofi Annan, the Secretary-General, for his noble and tireless activities in the service of many countries and peoples that are confronted with serious difficulties.

It is our responsibility as States to guide the Organization with efficiency, clarity, vision and a strategic approach, in order tohelp to resolve the problems of peace and security, development and the environment, human rights, the right to humanitarian assistance, international law and the coherence problems of the United Nations, its mandates, its Secretariat and its other bodies.
The sending in June 2003 of a United Nations inter-agency mission to the Central African countries, in accordance with the Statement of the President of the Security Council of 31 October 2002, in order to promote a global, integrated, resolute andconcerted approach to problems of peace, security and development in Central Africa.
On the other hand,it was also a matter of giving greater visibility to the issues raised in that document concerning a continent where problems of peace and development are established priorities for our Organization.
Mr. Humala Tasso(President of Peru) said that it was a great honour for his country to be hosting the fifteenth session of the UNIDO General Conference, in line with its commitment to promoting dialogue and cooperation as the way to deal with matters affecting the international community,especially those relating to the problems of peace, security, development and action against poverty.
The realities are that most of the economic thinking and ruling is being done within the Bretton Woods institutions, the World Trade Organization or the Organisation for Economic Cooperation and Development(OSCE), anda fully coordinated approach to the problems of peace and development should be sought between these organizations and institutions and the United Nations.
With the sobering experience of the Gulf war and the horrendous incidence of"ethnic cleansing" and violence in the former Yugoslavia, Somalia and Rwanda, there is far less certainty now on how best to respond to the demands and vicissitudes of a world of deepening interdependence among countries andthe globalization of ever more intricate and inter-linked problems of peace, security and development.
Welcomes the ongoing efforts of the Secretary-General to support the role of the subregional institutions, in particular his decision to dispatch, in June 2003, at the request of the Security Council, a multidisciplinary assessment mission to the Central African subregion with the task of implementing a global,holistic approach to the problems of peace, security and development in the subregion;
He was regularly present at the International Meeting of Communist and Workers' Parties where, on behalf of the Party, he advocated for efforts to build greater cooperation, political cohesion, and unity of action among Communist andWorkers' parties to deal with the growing dangers of imperialism and urgent problems of peace, solidarity and protection of the global environment.
In the United Nations Millennium Declaration, world leaders resolved to ensure greater policy coherence and better cooperation between the United Nations, its agencies, the Bretton Woods institutions and the World Trade Organization, as well as other multilateral bodies,with a view to achieving a fully coordinated approach to the problems of peace and development see resolution 55/2, para. 30.
