Similarly, ICTR has indicated that 4 of the 13 remaining fugitives(Augustin Bizimana, Félicien Kabuga, Protais Mpiranya and Idelphonse Nizeyimana) are considered as high-level accused to be tried at the international level.
Towards this end, all States are urged to adopt all possible measures to secure the immediate apprehension of the two remaining fugitives-- Ratko Mladić and Goran Hadžić.
Without the arrest and trial of these remaining fugitives, international justice will be evaded and the International Tribunal's key objective to bring justice, peace and reconciliation to the region of the former Yugoslavia will be scarred by this failure.
I am, however, pleased to note the general agreement among members of the Security Council that there will be no impunity regardless of when these remaining fugitives are apprehended.
Prepare the files of six of the remaining fugitives(i) for referral and handover to national jurisdictions as soon as Referral Chamber orders are obtained, and(ii) for transfer of the files of referral cases to the Arusha Branch of the Mechanism when it commences operations on 1 July 2012;

Yet again I must regrettably report to the Security Council the International Tribunal's deep concern with the failure of States to secure the arrest andtransfer of the four high level remaining fugitives Karadžić, Mladić, Župlijanin, and Hadžić.
