Israel should therefore cease wasting the Committee's time,halt its violation of international law and assume its responsibility for prompt and adequate compensation to Lebanon as called for by successive United Nations resolutions.
Welcoming the statement by the Secretary-General that the request for the Government of Israel to assume responsibility for prompt and adequate compensation to the Government of Lebanon and other countries directly affected by the oil slick, such as the Syrian Arab Republic, whose shores have been partially polluted, has yet to be implemented, as stated in paragraph 4 of General Assembly resolution 65/147.
The report of the Secretary-General on the oil slick on Lebanese shores(A/68/544)had again reaffirmed that the Government of Israel had neither assumed responsibility for prompt and adequate compensation to the Government of Lebanon and other countries directly affected by the oil slick nor paid the requested compensation.
Recalling that, in paragraph 4 of its resolution 65/147, it requested the Government of Israel to assume responsibility for prompt and adequate compensation to the Government of Lebanon and other countries directly affected by the oil slick, such as the Syrian Arab Republic, whose shores have been partially polluted, and recognizing the conclusion of the Secretary-General that this request of the Assembly has yet to be implemented.
My country is surprised that although the Secretary-General's report urges Israel to take the necessary actions towards assuming responsibility for prompt and adequate compensation to Lebanon, it does not urge Israel to also assume its responsibility for prompt and adequate compensation to Syria.
In paragraph 4 of its resolution 63/211, the General Assembly requests the Government of Israel to assume responsibility for prompt and adequate compensation to the Government of Lebanon and other countries directly affected by the oil slick, such as the Syrian Arab Republic whose shores have been partially polluted, for the costs of repairing the environmental damage caused by the destruction, including the restoration of the marine environment.
The Committee should give due attentionto the topic and highlight Israel's disregard for General Assembly resolutions requesting it to assume responsibility for prompt and adequate compensation to the Governments of Lebanon and the Syrian Arab Republic for the effects of the oil slick, which had been caused by a barbaric Israeli strike on the Jiyeh power plant.
Despite repeated General Assembly resolutions(61/194, 62/188, 63/211 and 64/195)calling on Israel to assume its responsibility for prompt and adequate compensation to the Government of Lebanon and other countries affected by the oil slick, such as the Syrian Arab Republic, Israel had yet to acknowledge its responsibilities, a matter regarding which the Secretary-General had expressed grave concern in his most recent report on the matter A/66/297.
Despite repeated General Assembly resolutions(61/194, 62/188, 63/211 and 64/195)calling on Israel to assume its responsibility for prompt and adequate compensation to the Government of Lebanon and other countries directly affected by the oil slick, such as the Syrian Arab Republic, Israel had yet to acknowledge its responsibilities, a matter regarding which the Secretary-General had expressed grave concern in his most recent report on the matter A/65/278.
The Government of Israel has yet to assume its responsibility for providing prompt and adequate compensation to the Government of Lebanon.
In its initial report, Uzbekistan had stated that the responsibility for undertaking prompt and impartial investigations of acts of torture devolved upon procuratorial bodies.
The responsibility for peace also includes the prompt and complete payment of contributions by all Members.
The Committee notes that the Ombudsman is the national human rights institution andthat the National Human Rights Commission set up by the State party in March 2010 following its universal periodic review by the Human Rights Council has responsibility for coordinating prompt reporting to treaty bodies.
