Please describe the procedure followed by the State party in respect of the return of persons who have failed to obtain asylum abroad.
The third Vienna agreement provided,inter alia, for the return of persons who had been expelled, the improvement of living conditions in Greek Cypriot enclaves, educational facilities, the right to practise religion and freedom of movement.
The Working Group examined, under agenda item 3(b), situations of forcible displacement and the return of persons who had been forcefully displaced in the past.
However, this should not delay the return of persons who satisfy the legal conditions necessary for immediate return. .

The Agreement establishes, on the basis of reciprocity, rapid and effective procedures for the identification andsafe and orderly return of persons who do not fulfil the conditions for entry to and stay on the territories of Ukraine or one of the other member States of the European Union, and to facilitate the transit of such persons to their countries of origin.
This article shall not affect the obligations entered into under any other applicable treaty, bilateral or multilateral, or any other applicable operational agreement or arrangement that governs,in whole or in part, the return of persons who have been the object of conduct set forth in article 6 of this Protocol.
The Agreement meets the need to establish, on the basis of reciprocity, rapid and effective procedures for the identification andsafe and orderly return of persons who do not, or no longer, fulfil the conditions for entry to, presence in, or residence on the territories of Sri Lanka or one of the Member States of the European Union, and to facilitate the transit of such persons in a spirit of cooperation.

Mr. URRUELA PRADO(Guatemala), replying to a question from Mr. Yutzis on the restitution of land in Guatemala, said that the issuewas very complex and resulted in part from the return of persons who had fled the armed conflict and whose lands had since been occupied by other people.
At the same time, in his words, the moderate number of returns of persons who do not need protection continues to be a problem.
