The Working Group requested the Bureau to  consider at its next meeting whether further clarification of decision I/8 was needed and if so, to prepare a draft proposal to  form a basis for discussion at the next meeting of the Working Group.

I wish to  recall that, at its twenty-second session, the Commission decided to  establish a  working group composed of Messrs. Brekke, Carrera, Jaafar, Symonds and Tamaki, Chairmen of past andpresent Subcommissions, to prepare a draft proposal on a  standardized format for the recommendations to  be considered at the twenty-third session of the Commission.
The Commission requested the Secretariat to  remind States that had nominated members of their obligations under the United Nations Convention on the Law of the Sea, including coverage of medical expenses where necessary, and decided to  establish an  intersessional working group, to  be composed of Messrs. Carrera, Charles, Croker, Jaafar, Kazmin,Oduro and Park, to prepare a draft proposal for consideration by the Commission at its next session.
Given that the Ad Hoc Expert Meeting on Consumer Protection will be held under the thirteenth session of the Intergovernmental Group of Experts andthat the secretariat was further requested to prepare a draft proposal for the revision of the United Nations Guidelines for Consumer Protection, the secretariat hasprepared a  report titled"Implementation report on the United Nations Guidelines for Consumer Protection"(TD/B/C. I/CLP/23) for discussion from Thursday afternoon, 11 July, to  Friday, 12 July.

In its decision SS. XII/4, the Governing Council requested the Executive Director of UNEP, taking into consideration the outcome document of the consultative process andhis final report, to prepare a draft proposal, and to  seek advice thereon through a  consultative process, for consideration and possible decision at the third session of the International Conference on Chemicals Management, in 2012, and at the twentyseventh session of the Governing Council/Global Ministerial Environment Forum, in 2013.
Thereafter, in its decision SS. XII/4, on the consultative process on financing options for chemicals and wastes,the Governing Council requested the Executive Director to prepare a draft proposal on an  integrated approach to  financing the sound management of chemicals and wastes and to  seek advice thereon through a  consultative process for consideration and possible decision by the Conference at its third session and by the Governing Council/Global Ministerial Environment Forum at its twentyseventh session in 2013.
The Working Group requested the Secretariat to prepare a draft based on that proposal, and to  also prepare  alternative drafts reflecting the proposals contained in paragraphs 69 and 71 above for consideration by the Working Group at a  future session.
He added that France,as sponsor of the gtr, would prepare a draft proposal to  develop a  gtr on tyres, for consideration by AC.3 at its June 2006 session.
Regarding agenda item 5,entitled"Procedures for consideration of submissions at the subcommission level", the Commission requested its Editorial Committee, under the chairmanship of Mr. Galo Carrera, to  deliberate on the issue and prepare a draft proposal.
The Working Group at its eighth meeting requested the Bureau, with the help of the secretariat, to prepare a draft analysis on the need for reporting and, depending on the outcomes of the draft  analysis, to prepare a rough proposal for a  reporting mechanism.
The EC expert was invited to prepare a proposal for draft amendments to  those Regulations, for consideration at the next GRPE session as official documents.
The Working Group agreed that it would come back to  the issue at its next meeting andrequested the secretariat to prepare a proposal for a draft decision on the establishment of a  clearing-house mechanism.
