The Tribunal is holding discussions with the International Tribunal for the Former Yugoslavia prior to taking a final decision regarding the lump-sum system.

At the same session, the General Assembly decided to hold informal consultations of the Assembly with a view to taking a final decision on the need to hold a follow-up conference on financing for development by 2013, and requested the Secretary-Generalto submit to the Assembly, at its sixty-seventh session, an annual analytical assessment of the status of implementation of the Monterrey Consensus and Doha Declaration on Financing for Development, to be prepared in collaboration with the major institutional stakeholders resolution 66/191.
However, the COP has yet to take a final decision on these issues.
The Board decided to take a final decision on the issue at the next session.
COP 9 may wish to take a final decision based on proposals made.
The Working Party felt that it was not yet in a position to take a final decision on the large number of proposals made by the expert group.
The Administrative Committee may wish to consider this matter once more and to take a final decision on the applicability of article 25 of the 1969 Vienna Convention on the Law of Treaties.
