These claim files were transmitted to Iraq for its comments.

Accordingly, copies of these Claims as filed by the respective Claimants were transmitted to Iraq and Iraq  was invited to  submit a response to  the Claims, in accordance with article 36 of the Rules, within six months of 18 February 1999.
In a procedural order of the same date, the Panel classified the claims as"unusually large or complex" within the meaning of article 38(d) of the Rules, in view of the large number of claims, the variety of the issues raised, the volume of documentation submitted with the claims, andthe time afforded to Iraq to  provide written comments with respect to  the claim files transmitted to Iraq  pursuant to  the procedural orders described in paragraph.
As indicated earlier,nine claim files were transmitted to Iraq because the situs of all or some of the claimed losses was in Iraq,  and one claim was transmitted to Iraq  because the claimant claimed for losses relating to  an invoice issued by an Iraqi party.
The Panel notes, however,that due to  events in Iraq  during the course of the review of the instalment that resulted in the loss of certain claim files transmitted to Iraq, the Government of Iraq("Iraq") was unable to  provide its comments on 19 claims in time for inclusion in this report.

The Panel notes, however, that due to  events in Iraq  during the course of the review of the instalment that resulted in the loss of certain claim files that had been transmitted to Iraq for its comments, the Government of the Republic of Iraq("Iraq") was unable to  provide its written comments on certain claims in time for inclusion in this report.
The secretariat is instructed to transmit to Iraq two copies of this Procedural Order and the file of Claim 3000001.
Third, the orders instructed the secretariat to transmit to Iraq the statements of claim and all supporting documents submitted by the Claimants.
In each of these procedural orders, the Panel instructed the secretariat to transmit to Iraq the documents filed by the Claimants in support of their respective Claims.
