In resolution 918(1994) of 17 May 1994, the Secretary-General was requested to present a report on the investigation of serious violations of international humanitarian law committed in Rwanda.
While the Government of Uganda supports the establishment of a tribunal to prosecute persons responsible for serious violations of international humanitarian law committed in Rwanda, at the request of the Rwandese Government, the Ugandan Government considers that its judicial system has primary and supreme jurisdiction and competence over any crimes committed on Ugandan territory by its citizens or non-citizens, at any particular time.
The Tribunal is committed to bringing to justice those persons who were the alleged architects of the genocide and violations of international humanitarian law committed in Rwanda in 1994.
First, I wish to reassure the Council that the Government of Zaire recognizes the need for the establishment of an international tribunal for the prosecution of persons responsible for serious violations of international humanitarian law committed in Rwanda.
Like the International Tribunal for the Former Yugoslavia, it is an essential instrumentfor investigating genocide and other serious violations of international humanitarian law committed in Rwanda and for prosecuting those guilty of these crimes against humanity.
On 1 July, in its resolution 935(1994), the Security Council requested the Secretary-General to establish urgently an impartial commission of experts to examine andanalyse information concerning responsibility for serious violations of international humanitarian law committed in Rwanda, including genocide.
As you know, the Tribunal was established by the Security Council on 8 November 1994 to prosecute persons responsible for genocide andother serious violations of international humanitarian law committed in Rwanda in 1994, in order to end the culture of impunity and to promote peace and reconciliation.
That resolution also dealt with, among other issues, an expansion of the mandate and authorized force level of the United Nations Assistance Mission for Rwanda(UNAMIR) and an arms embargo under Chapter VII of the Charterof the United Nations, and requested the Secretary-General to present a report as soon as possible on the investigation of serious violations of international humanitarian law committed in Rwanda during the conflict.
Ms. PEÑA(Mexico) asked the Secretariat why the financing of the International Tribunal for the Prosecution of Persons Responsible for Serious Violations of International Humanitarian Law Committed in Rwanda had been included under agenda item 107.
You will recall that the Security Council, in paragraph 18 of its resolution 918(1994), adopted on 17 May 1994,requested me to present a report, as soon as possible, on the investigation of serious violations of international humanitarian law committed in Rwanda during the conflict.

These were attended by representatives of Member States, diplomats, academics, journalists, government officials and several other local andinternational stakeholders who discussed the mandate of the Tribunal to prosecute those responsible for serious violations of international humanitarian law committed in Rwanda and its role in the global context of promoting international criminal justice, as well as the challenges faced and achievements registered and lessons learned.

The Secretary-General stated that he intended, in accordance with Security Council resolution 935(1994), to appoint in the near future the members of a Commission of Experts to examine andanalyse information on violations of international humanitarian law committed in Rwanda, including evidence of possible acts of genocide.
The early establishment by the Security Council of the Rwanda Tribunal in November 1994, with its seat in Arusha, in the United Republic of Tanzania, sent a clear message that genocide andother serious violations of international humanitarian law committed in Rwanda, and even in neighbouring States, could not be perpetrated with impunity.
