Progress has been made in implementation of the Dayton/Paris peace agreements,in particular following the Bonn Peace implementation Council of December 1997.
The Peace Implementation Council(PIC), meeting in Bonn in December 1997, reaffirmedthat the international community's aid remained subject to compliance with the peaceagreements and the obligations arising fromthem.
The European Council fully endorses the outcome of the Ministerial Meeting of the Peace Implementation Council held in Florence on 13 and 14 June.
With a view to the Ministerial Conference of the PIC(Peace Implementation Council) in Bonn on 9 and 10 December 1997, the Council agreed to keep up the pressure on the parties, in close cooperation with the High Representative.
The EC contributed to the development of the Bosnianand Herzegovinian strategy paper for education reformpresented to the Peace Implementation Council on 21November 2002.

An EU police mission would contribute to the overall peace implementation in Bosnia and Herzegovina, which is under the authority of the HighRepresentative in Bosnia and Herzegovina and the Peace Implementation Council, and would also help the achievement of the objectives of EU's overall policy in the region, notably the Stabilisation and Association Process.
The Council examined the performance of these countries particularly in the following fields: democratic principles, human rights and the rule of law, respect for and protection of minorities, market economy reform, regional cooperation, as well as- in the case of BiH, Croatia, and FRY- compliance with the obligations under the Dayton/Paris and Erdut agreements andthe conclusions of the various meetings of the Peace Implementation Council PIC.
Ladies and gentlemen, as regards the peace process in the former Yugoslavia,at the Coordination Council meeting within the scope of the Peace Implementation Council held in Sintra on 30 May, it was stated that no parts of former Yugoslavia were fully respecting their obligations as regards the possibility for refugees, particularly those from minority groups, to return to their place of origin- with Bosnia-Herzegovina presenting special difficulties.
