As regards the  final plan  for implementing the settlement plan, the  Secretary-General recalled the  main elements of the plan  contained in his report(S/1994/819) of 12 July 1994.
It is difficult to envision Moroccoconsenting to the  proposal of the  Frente POLISARIO as a way of implementing the settlement plan.
Significant progress had been made in implementing the settlement plan, and in particular the  key stage of voter identification had been completed. As a result there were more reasons to advance rather than to regress.
Progress is possible, but only if both sides commit themselves fully,in deed as well as in word, to implementing the settlement plan.
We are aware of the  tremendous effortsdeployed by the  Secretary-General of the  United Nations aimed at implementing the settlement plan.
It is particularlyimportant to note that perhaps the  main problem in implementing the settlement plan is the  United Nations inability to implement  any measures unless both parties agree to cooperate with it(S/22464, para. 55).
He moreover pointed out that the  United Nations could notcompel the  parties to honour their commitment to cooperate in implementing the settlement plan.
My Government again expresses its support for the  Secretary-General andhis Special Representative in their efforts to ensure progress in implementing the settlement plan accepted by the  parties and, in accordance with the  relevant Security Council resolutions, creating the  necessary conditions for the  forthcoming holding of the  referendum to which I have referred.
Urges the  two parties to cooperate fully with the  Secretary-General in implementing the Settlement Plan which has been accepted by them and approved by the  Council in its resolutions 658(1990) and 690(1991), and in resolving the  issues identified in the  Secretary-General ' s recent report(S/25170), in particular those relating to the  interpretation and application of the  criteria for voter eligibility;
Urging the  two parties to cooperate fully with the  Secretary-General in implementing the Settlement Plan which has been accepted by them.
In that connection, his delegation commended the  commitment of the  Secretary-General and his Personal Envoy, Mr. James Baker,to resolving the  causes for the  delay in implementing the Settlement Plan.
We further strongly believe that the  United Nationsshould continue to pursue its efforts aimed at implementing the settlement plan for Western Sahara with renewed commitment and dynamism.
It was for this reason that during the  second round of consultations, in June 2000, my Personal Envoy asked the  parties to come up with concrete proposals that would bridge their differences andwould help resolve the  difficulties in implementing the settlement plan.
United Nations Security Council resolution 809, adopted unanimously on 2 March 1993, after recalling resolutions 621(1988), 658(1990), 690(1991) and 725(1991), in addition to noting a report by the  Secretary-General Boutros Boutros-Ghali on the  situation in Western Sahara,the  Council expressed concern at delays in implementing the Settlement Plan and invited the  Secretary-General and his Special Representative to intensify efforts with the  Government of Morocco and Polisario Front to address issues of contention, particularly with regards to voter eligibility.
While maintaining his delegation's traditional reservations about the  jurisdiction of the  United Nations and the  framework of the  discussions, he supported the  draft resolution andwould continue to cooperate fully with the  United Nations in implementing the settlement plan.
After a particularly long impasse in the  process, which had lasted from the  end of 1995 to the  beginning of 1997, upon assuming my functions as Secretary-General I appointed James A. Baker III as my Personal Envoy in March 1997,and asked him to reassess the  feasibility of implementing the settlement plan.
It was understood at that time that, during the  implementation process, there would have to be direct talks between the  parties in order to achieve the  compromises andunderstandings necessary for implementing the settlement plan in full and finding a durable solution to their dispute.
That approach was a matter of concern since it entailed recognition of the  legality of Morocco 's efforts to block the  process of implementing the settlement plan.
This has been important in ensuring respect for the  ceasefire andreducing the  danger of a return to hostilities if there is no progress in implementing the settlement plan.
Fearing that the  referendum on self-determination would lead to the  independence of Western Sahara,Morocco had decided to delay the  process of implementing the settlement plan and the  Houston agreements.
Takes note of the  assessment by the  Secretary-General, however, that difficulties may be encountered in reconciling the  opposing views of the  parties, and therefore requests the  Secretary-General to report before the end of the  present mandate on prospects for progress in implementing the Settlement Plan within a reasonable period of time;
Appreciative of the  efforts undertaken by the  Secretary-General andhis Special Representative to address concerns of both parties and implement the Settlement Plan regarding the  question of Western Sahara(S/21360 and S/22464), as adopted by resolutions 658(1990) and 690(1991).
Letter dated 6 November(S/1995/925) from the  President of the  Security Council addressed to the  Secretary-General, referring to his letter dated 27 October 1995(S/1995/924), requesting him to continue his contacts with the  parties and to report thereon by 15 November 1995, within the  framework of the  report requested in paragraph 4 of resolution 1017(1995), and expressing full support for his efforts and those of his ActingSpecial Representative to accelerate the  identification process and implement the settlement plan.
