IDB also approved four loans covering(i)the rehabilitation of basic economic infrastructure(US$ 70 million);(ii) a local development programme to improve the lives of the most vulnerable people living in rural areas(US$ 65 million);(iii) an agricultural intensification programme(US$ 41.9 million); and(iv) public finance reform(US$ 25 million).7 Currently, a loan amount of US$ 200 million is pending parliamentary ratification.
In Bolivia, the integrated local development programme continued to promote gender equality and affirmative action directed at creating and empowering a pool of indigenous women leaders, as well as ensuring their participation in social oversight and community development mechanisms(such as the administrative board of microcredit community banks, or community water and sanitation committees).
The strong relationships between UNCDF and national and local governments in the LDCs;its ability to build upon and extend its local development programme and local development fund frameworks and methodologies; its focus on building inclusive financial sectors and enhanced access to financial services; and its support for emerging MFIs; all suggest that UNCDF could make a meaningful contribution to capital formation and broader economic development at the local level in the LDCs.
In local governance, in countries where the UNCDF Local Development Programme(LDP) approach has matured and LDPs have already achieved significant contributions to the decentralization agenda, UNCDF, in collaboration with UNDP, will innovate and pilot more focused and strategic approaches to the provision of decentralized public investments.
