Furthermore, programmatic evaluation does not feed back into the planning and budgeting cycle.

The Committee notes that a number of reviews have been carried out or are on-going:the indepth programmatic evaluation of UN-Habitat carried out by OIOS in 2004(see para. 4 above); the independent evaluation of the performance and impact of Habitat Programme Managers(see para. 20 above) and the OIOS review of the administrative arrangements on UN-Habitat and its relationship with UNON(see para. 22 above).
The approach taken by UNICEFhas proven a valuable contribution to the development of programmatic evaluation as part of United Nations reform, especially within the common country programme approach.
