EXCHANGE experiences regarding the implementation of the Programme of Action and the progress achieved;
Matters concerning harmonization,cooperation and collaboration within the United Nations system regarding the implementation of the Programme of Action.
Details regarding the implementation of the Programme of Action were decided at the first Biennial Meeting in July this year.
With respect to other countries,the need to establish a list of priorities regarding the implementation of the Programme of Action was noted.
Commission resolution 2001/5 regarding the implementation of the Programme of Action for the Third Decade to Combat Racism and Racial Discrimination and coordination of activities contains no specific requests to the Secretary-General.
(a) To discuss the relevant matters concerning harmonization,cooperation and collaboration within the United Nations system regarding the implementation of the Programme of Action;

No specific requests weremade to the Secretary-General in Commission resolution 2000/14 regarding the implementation of the Programme of Action for the Third Decade to Combat Racism and Racial Discrimination and coordination of activities.
Requests the Economic and Social Council to continue to give guidance on matters concerning harmonization,cooperation and coordination within the United Nations system regarding the implementation of the Programme of Action;
Finland considers the outcomedocument of the Third Biennial Meeting of States regarding the implementation of the Programme of Action on small arms a successful step forward in aiming at more effective implementation of the Programme in order to combat the uncontrolled proliferation and misuse of small arms and light weapons.
(a) To discuss the relevant matters concerning the implementation of population and development programmes, as well as matters concerning harmonization,cooperation and collaboration within the United Nations system regarding the implementation of the Programme of Action;
Providing substantive inputs for and servicing of intergovernmental bodies regarding the implementation of the Programme of Action; supporting consultations of LDC delegations at Ministerial meetings and assisting in formulating LDCs ' proposals for the WTO Ministerial Meeting, including the preparation of the Handbook for Trade Negotiators from LDCs.
(b) To discuss relevant matters concerning the implementation of population and development programmes, as well as matters concerning harmonization,cooperation and collaboration within the United Nations system regarding the implementation of the Programme of Action;
Invites the governing body of the United Nations Population Fund to oversee, on a regular basis,the response of the Fund to the needs of countries regarding the implementation of the Programme of Action, in particular to the specific requests from developing countries for assistance in the preparation of national reports, within its area of competence and to report to the Economic and Social Council on this matter;
In paragraph 9 of its resolution 51/176, the General Assembly requested the Economic and Social Council to continue to give guidance on matters concerning harmonization,cooperation and coordination within the United Nations system regarding the implementation of the Programme of Action.
At its 1st to 5th meetings, from 9 to 12 January, the Preparatory Committee held the general exchange of views,in which 48 participating States and an observer delivered statements regarding the implementation of the Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects.
States request the Department for Disarmament Affairs to enhance the Coordinating Action on Small Arms database to incorporate information, provided on a voluntary basis by Member States and international, regional and other relevant organizations, on the needs of affectedcountries, including their technical and financial needs, lessons learned regarding the implementation of the Programme of Action and other information that could improve coordination and help match resources with needs.
In paragraph 31 of its resolution 49/128, the General Assembly requested the Economic and Social Council:(a) to discuss the relevant matters concerning the implementation of population and development programmes, as well as matters concerning harmonization,cooperation and collaboration within the United Nations system regarding the implementation of the Programme of Action; and(b) and to discuss the reports submitted by the different bodies and organs on various matters related to the Programme of Action. .
As regards the implementation of the Programme of Action for the Elimination of the Exploitation of Child Labour,the Federal Government refers to its reply to question 19 of the list of questions drafted by the United Nations Committee on Economic, Social and Cultural Rights(E/C.12/Q/GER.1) and to the comments made in the fourth periodic report on the implementation of the International Covenant on Economic, Social and Cultural Rights(E/C.12/4/Add.3, paras. 152-159).
At its present session, the Working Group willhave before it the report of the Secretary-General containing information regarding the status of the implementation of the Programme of Action(E/CN.4/Sub.2/2003/26).
Secondly, I should like to say a fewwords on the Third Biennial Meeting of States regarding implementation of the Programme of Action on small arms.
Member States were called upon to establish calendars of activities regarding implementation of the Programme of Action and to share such information widely at the grass-roots level.
In response to the request by the Office of the High Commissioner for information regarding implementation of the Programme of Action for the Decade, one organization provided information.
An exchange about past achievements and future challenges regarding the effective implementation of the Programme of Action would be beneficial.
