Investments qualifying for the aid or the costs referred to in Article 4 may be carried over to operational programmes provided they are in line with Regulation(EC) No 1433/2003.
The competent authorities shall take decisions on requests for changes to operational programmes on or before 15 December, after considering the evidence supplied, and with due regard for the verification of the authorities as in Article 5(2).
By way of derogation from Article 79(1) of Regulation(EC) No 1083/2006, the ceiling for the cumulative total of pre-financing andinterim payments made shall be 100% of the contribution from the Funds to operational programmes for the Convergence and Regional competitiveness and employment objectives in Greece.
This increase of the initial pre-financing from the specific allocation for the YEI paid to operational programmes supported by the YEI(irrespective of the form of the programming arrangements) is considered as adequate and fully in line with the specific rules applicable to the YEI.
