Draft declaration and programme of action of the World Conference.
In its concluding observations, CERD should systematically make reference to the efforts of the reporting country to implement the Declaration and Programme of Action of the World Conference.

Barbados welcomes the advances contained in the Vienna Declaration and Programme of Action of the World Conference on Human Rights, particularly the re-emphasis of the universality of human rights and the right to development as a human right.
