The international community's growing concern with international terrorism in recent years had led to the General Assembly's adoption of the“Declaration to Supplement the 1994 Declaration on Measures to Eliminate International Terrorism”.
The resolution, together with the annexed Declaration to Supplement the 1994 Declaration on Measures to Eliminate International Terrorism, identified a new set of measures for combatting terrorism and called upon States to undertake those measures.
In that connection, he stressed the importance of the 1994 Declaration on Measures to Eliminate International Terrorism and the 1996 Declaration to Supplement the 1994 Declaration, both of which stressed the need for individual and collective efforts by all States.
The UN General Assembly, in the Declaration to Supplement the 1994 Declaration on Measures to Eliminate International Terrorism(UNGA Res. 51/210), has confirmed that acts of terrorism, knowingly financing, planning or inciting terrorist acts, are contrary to the purposes and principles of the United Nations.
In part II of the draft resolution, the General Assembly reaffirms the Declaration on Measures to Eliminate International Terrorism,annexed to resolution 49/60, and approves the Declaration to Supplement the 1994 Declaration, the text of which is annexed to the draft resolution.
The 1994 Declaration on Measures to Eliminate International Terrorism and the 1996 Declaration to supplement it were important initiatives that had been adopted in recent years, which focused on practical aspects of international cooperation to combat terrorism.
As regards measures to eliminate international terrorism, the General Assembly, at its fifty-first session, on the recommendation of the Sixth Committee, inter alia,reaffirmed the Declaration on Measures to Eliminate International Terrorism contained in the annex to General Assembly resolution 49/60 and approved the Declaration to Supplement the 1994 Declaration on Measures to Eliminate International Terrorism.
Reaffirms the Declaration on Measures to Eliminate International Terrorism and the Declaration to Supplement the 1994 Declaration on Measures to Eliminate International Terrorism, and calls upon all States to implement them;
The actions of those States are in violation of General Assembly resolution 44/34 of 1989, to which is annexed the International Convention against the Recruitment, Use, Financing and Training of Mercenaries, as well as Assembly resolutions 49/60 of 1994 and 51/210 of 1996,to which are annexed the Declaration on Measures to Eliminate International Terrorism and the Declaration to Supplement the 1994 Declaration on Measures to Eliminate International Terrorism, respectively.

Mr. Al-Thani(Qatar) said that his country reaffirmed its commitment to the 1994 Declaration on Measures to Eliminate International Terrorism, the 1996 Declaration to Supplement the 1994 Declaration on Measures to Eliminate International Terrorism, and the 2005 World Summit Outcome as it related to terrorism.
The Assembly also reaffirmed the Declaration on Measures to Eliminate International Terrorism contained in the annex to Assembly resolution 49/60 and the Declaration to Supplement the 1996 Declaration on Measures to Eliminate International Terrorism contained in the annex to resolution 51/210, and called upon States to implement them.
Proposes that the Human Rights Council request the Expert Mechanism to undertake, with the assistance of the Office of the United Nations High Commissioner for Human Rights,a questionnaire survey in relation to measures to apply the Declaration to supplement the information received at its annual session, and to provide further detail on possible appropriate measures and implementation strategies to ensure respect for and full application of the Declaration. .
