Urges the Global Environment Facility to continue its work in improving the access to, and visibility of, opportunities for funding Article 6 activities and in providing information on Article 6 activities in its reports to the Conference of the Parties;
Recognizing the need for the Global Environment Facility to continue its efforts to mobilize additional resources to support the implementation of eligible project activities under the Special Climate Change Fund.
Further invites the Global Environment Facility to continue to simplify and clarify the procedures for accessing the funding for the implementation of the Convention, including for the alignment of national action programmes with the 10-year strategic plan and framework to enhance the implementation of the Convention(2008- 2018) and for timely reporting;
Encourages the Conference of the Parties to the Convention and the Council andAssembly of the Global Environment Facility to continue to collaborate closely and effectively to facilitate the financing of the full implementation of the Convention by the Facility so as to fully achieve the objectives of the Convention in the area of land degradation, primarily desertification and deforestation;
Requests the Global Environment Facility to continue to provide, as appropriate, financial resources to Parties not included in Annex I to the Convention(non-Annex I Parties), in particular the least developed countries and small island developing States among them, in accordance with decisions 11/CP.1, 6/CP.7, 4/CP.9 and 7/CP.10, to support the implementation of the work programme and to regularly report to the Conference of the Parties on the activities it has supported;
Further requests the Global Environment Facility to continue to include, in its regular report to the Conference of the Parties, information responsive to guidance of the Conference of the Parties.
Also invites the Global Environment Facility to continue implementing policy reforms in order to enhance its effectiveness and efficiency in the implementation of the Convention in affected developing country Parties and other eligible country Parties, particularly with regard to the Facility project cycle, the transparency of resource allocation and results monitoring and learning;
Invites the Global Environment Facility to continue its efforts to inform and build the capacity of eligible country Parties on the procedures mentioned in paragraph 8 above;
Encourages the Global Environment Facility to continue with its voluntary National Portfolio Formulation Exercise, which has been proved to enhance coordination and coherence at the national level;
Encourages the Global Environment Facility to continue supporting the implementation of the three objectives of the Convention, especially its work on assisting the early entry into force of the Nagoya Protocol;
Reiterates its request to the Global Environment Facility to continue to provide financial resources to support the development of the information sources named in paragraph 1(c), above, as appropriate, in accordance with decisions 2/CP.7, 6/CP.7, 4/CP.9, 2/CP.10 and 8/CP.10.
However, if a State wants these facilities to continue to operate for non proscribed purposes, their safeguarding would be more costly and more elaborate.
