In many instances, however, the implementation of such agreements and arrangements remains weak, owing to the lack of effective monitoring and enforcement mechanisms or the lack of political will on the part of the signatories.
The implementation of such co-operative arrangements could address border issues such as national and international cooperation and co-ordination and the adoption of international standards.
The planning and implementation of such complex joint operations require robust arrangements for communication and cooperation, including in areas such as mission safety and security, and logistics and support issues.
The Subsidiary Body for Scientific and Technological Advice andthe Subsidiary Body for Implementation of the Convention(hereinafter referred to as"the Subsidiary Bodies") shall serve as the Subsidiary Body for Scientific and Technological Advice and the Subsidiary Body for Implementation of the Protocol subject to the prior approval of such arrangements by the Conference of the Parties.
From the point of viewof the borrowing countries, the main advantage of such arrangements from is the expeditious implementation, through UNDP involvement, of those components of investment projects.
