On the basis of the Recommendation adopted by the TIR Administrative Committee on 20 October 1995 on the Introduction of a control system for TIR Carnets, manage the IRU SafeTIR system with national IRU guaranteeing Associations and the Customs Administrations and inform the Contracting Parties and the competent Body(ies) of the TIR Convention of significant problems encountered in the system; .
The Working Party may wish to be informed about the activities of the SafeTIR-Taskforce, a joint effort by the TIR secretariat and the IRU,to improve the functioning of the IRU operated SafeTIR based on the Recommendations of the TIR Administrative Committee of 20 October 1995 on the introduction of a control system for TIR Carnets.
Most concerns raised by the Contracting Parties and the IRU are either already dealt with by different TIR-related bodies(such as, for instance,the amendment proposals on the introduction of a control system for TIR Carnets, being an agenda item for WP.30 and the TIR Administrative Committee) or included into the programme of work of the TIRExB for 2003-2004 as priority issues.
The Working Party may also wish to be informed about the activities of the SafeTIR-Taskforce, a joint effort by the TIR secretariat andthe IRU to improve the functioning of the IRU operated SafeTIR based on the Recommendations of the TIR Administrative Committee of 20 October 1995 on the introduction of a control system for TIR Carnets.
The Administrative Committee noted that the SafeTIR system, administered by the IRU under the 19995 Committee Recommendation on the introduction of a control system for TIR Carnets, allowed, in a large number of Contracting Parties, associations to continuously monitor permanently compliance by authorized transport operators of the provisions of the Convention and to better calculate the risk of issuing TIR Carnets.
In this context, the Working Party may also wish to be informed about the activities of the TIR secretariat and the IRU, which had established a SAFETIR Taskforce with the view of further improving the present IRU SAFETIR system based on the Recommendations of the TIR Administrative Committee of 20 October 1995 and20 October 2000 on the introduction of a control system for TIR Carnets.
Seeing that the proposed Annex 10 serves a specific purpose,i.e. the introduction of a control system, it seems more appropriate to introduce the Annex by means of a new Article 42ter, linked to the current Article 42bis of the Convention, which deals with national and international control measures than to amend Article 6 of Chapter II of the Convention, dealing with the liability of the national association.
The Working Party endorsed the assessment, made by the secretariat regarding these improvements and requested the secretariat to prepare a document for discussion and possible adoption at the thirty-fifth session of the TIR Administrative Committee in September 2003, based on the Latvian proposal, and taking into account the textual improvements andaddressing the issue of the introduction of a control system in a generic way, without making specific reference to the international organization and its control system contained in the above-mentioned amendment proposals.
