He expressed the wish that the submission of the proposal for amendments to UN Rules Nos. 1 and 2 should not be further delayed, given the safety and environmental implications of these amendments.
Consideration of extending the scope of Rules Nos. 1 and 2 to M1 and N1 categories of vehicles as well as their update to align them with the equivalent EU Directive was postponed to the June 2011 session, awaiting the decision to be taken regarding the adoption of Rule No. 2 see para. 74 above.
The completion of these standards has made it possible to harmonize testing methods andemission limits with ECE rules Nos. 4901 and 2303, as well as ISO 789/4, and to lower the previous emission and smoke levels by 10-20 per cent.

The secretariat suggested that, after the adoption of UN Rule No. 2, two options could be considered for the future development of the Agreement:(a)Update UN Rule Nos. 1 and 2 to the same level of the corresponding EU Directives, or(b) to keep the UN Rules at a lower level that could allow developing an adequate level of Periodical Technical Inspections(PTI) to those countries without a PTI system.
