The meeting further noted that strengthening Euro-Asian transport links was among the priority areas identified in the workplan of the UNECE Reform,which was emphasized during the panel discussions on"Secure transport development: a key to regional cooperation" held on the occasion of the sixtieth Anniversary session of the UNECE in 2007.
The Working Party noted that the Panel on secure transport development underlined the importance of the development of efficient,secure and integrated transport links in Eastern and South-Eastern Europe as well as between Europe and Asia.
The Committee approved the follow-up actions recommended by the Bureau to the high-level panel on"secure transport development: a key to regional cooperation" held in April 2007, ECE/TRANS/2008/2, para. 14.
During the panel discussion on"Secure transport development: a key to regional cooperation", held on the occasion of the sixtieth anniversary session of the UNECE Commission in 2007, the usefulness of the inter-country cooperation promoted by UNECE jointly with UNESCAP under the EATL Project was stressed.
The Committee is invited to consider the proposed follow-up actions to the high-level panel on secure transport development and to take these resolutions into account when adopting its programme of work under agenda item 15.
In the Panel discussion on"Secure transport development: a key to regional cooperation", held on the occasion of the Commission's session, participants addressed the challenges that the ECE region is facing as it endeavours to develop efficient and secure transport links as a key factor to enhance regional cooperation.
The Working Party may also wish to be informed about the outcome of the high-level segment on"Secure transport development: a key to regional cooperation", which will be held as part of the 60th anniversary session of the UNECE on 27 April 2007.
This session will celebrate the sixtieth anniversary of UNECE with a high-level segment(26- 27 April) discussing inter alia some of the decisive factors in promoting sustainable development in the UNECE region,namely(a) sustainable energy policies;(b) secure transport development; and(c) the economics of gender in the European economy.
It was also informed about the outcome of the High Level segment on"Secure transport development: a key to regional cooperation" held on the occasion of the sixtieth anniversary session of the Commission(E/2007/37-E/ECE/1448), provided by the secretariat.
The discussion on Agenda item 8"Promoting sustainable development in the ECE region: some decisive factors" was organized around the following three high-level panels:(a) Sustainable energy policies:the key to energy security,(b) Secure transport development: a key to regional cooperation, and(c) The economic of gender in the European economy.
In particular, the Working Party was informed about the implementationof the reform and concrete conclusions of the Panel discussion-"Secure transport development: a key to regional cooperation" organized under the Commission's agenda item Promoting sustainable development in the ECE region.
The Working Party will be informed about decisions taken by the Commission at its sixty-second session, concerning such questions as implementation of the UNECE reform, contribution of the ECE to pan-European integration, and promotion of sustainable development in the ECE region,as well as about the outcome of the High Level segment on"Secure transport development: a key to regional cooperation" held on the occasion of the sixtieth anniversary session of the Commission E/2007/37-E/ECE/1448.
This document provides an overview of the matters arising from thesixty-second session of the Commission and the outcome of the high-level panel on"secure transport development: a key to regional cooperation" held in April 2007, and the recommendations of its Bureau for a possible follow-up to the above mentioned transport panel, of interest to the Committee.

Relevant initiatives/projects The EBRD fosters the development of efficient, reliable and secure transport systems.
The development of efficient, safe and secure transport links between Europe and Asia is an indispensable pre-condition for the socio-economic development of the countries concerned as well as for regional cooperation and integration.
Two main clusters of special interest have been identified: Transport development to enhance regional economic co-operation and stability, and Secure transport networks.
The Meeting emphasized that the development of the private sector in the sphere of transport and the development of efficient and secure transport and communications networks operations will considerably affect the increase of freight transportation volume within the OIC region.

Secure modernisation and development of transport infrastructure;
The development of efficient, secure and integrated transport links in Eastern and South-eastern Europe as well as between Europe and Asia is a key for the socio-economic development of the member countries concerned as well as for regional cooperation and integration.
In order to secure sufficient financing for the development and maintenance of transport infrastructure, countries should enhance public source financing by ensuring that an adequate share of GDP is allocated to the sector from public funds and by raising external resources to take advantage of resources from multilateral and bilateral donors, and other innovative funding mechanisms.
One of the most successful international transport conventions,TIR makes border crossings faster, more secure and more efficient, reducing transport costs, and boosting trade and development.
