Given their particular financial implications, the decisions to grant Unionfinancial assistance pursuant to this Regulation require the exercise of implementing powers, which should be conferred on the Council.
The measures necessary for implementing this Regulation should be adopted in accordance with Council Decision 1999/468/ EC of 28 June 19997 laying down the procedures for the exercise of implementing powers conferred on the Commission.
