First reference year.
The Commission shall determine the first reference year for which the data are to be collected.

Statistics shall be provided at least every five years; a more frequent periodicity may be needed for some specific data collections such as onmorbidity or accidents and injuries; the first reference year, the interval and the time limit of provision of the data for each source and subject shall be specified and agreed upon as part of the implementing measures referred to in article 8.
Member States shall supply data for every calendar year subsequent to the first reference period.
