Whereas the Commission has still not provided its report on the implementation of this directive;
(28) The Commission should report on the implementation of this Directive two years after its date of transposition, and every three years thereafter.
No later than 18 July 2009,the Commission shall submit to the European Parliament and the Council a report on the implementation of this Directive.

Chapter VII Final provisions Article 39 Within three years of the entry into force of this Directive, and at least at three yearly intervals thereafter,the Commission shall draw up a report on the implementation of this Directive and submit it to the European Parliament and the Council.
Reports on the implementation of this Directive and its effectiveness compared with other Community environmental instruments shall be established in accordance with the procedure laid down in Articles 5 and 6 of Directive 91/692/EEC.
