The Committee's programme of  work should be determined by the importance which the Member Statesaccorded to each item, rather than by the issuance and availability of reports.

The Working Group recommended that the issues involved in reporting, such as the periodicity of reporting and the public availability of reports, should be addressed by way of  guidance from the Conference of  the Parties.
Moreover, timely availability of reports(including, if necessary, in advance unedited versions) would assist delegations in identifying the key points, trends and follow-up required.
In addition, careful examination would be warranted with regard to frequency of  meetings of  the Compliance Committee, modalities of  the meetings(i.e.,open or closed), availability of reports to the public and handling of  confidential information.

In this connection, OIOS would also like to highlight that a transfer of  any of  its traditional oversight functions away from the Office would not only significantly reduce the independence of  oversight in the Organization butalso reduce transparency through reduced availability of reports to the General Assembly and the Member States.

The availability of reports through electronic format, though desirable, should not substitute for hard-copy reports  which must be made available in a timely manner in all official United Nations languages, in accordance with General Assembly resolution 52/214 B of  22 December 1997.
Broader publicity on the reviews' launching at the national level combined with the availability of reports in national languages(to date in Belarus, Moldova, Ukraine, Serbia and Montenegro) have supported the practical application of  recommendations as well as increased involvement of  civil society in the process.
