Our present commemoration of the fiftieth anniversary of the Charter offers us all an opportunity to reaffirm that from the very beginning the United Nations set itself the goal of formulating"principles governing disarmament and the regulation of armaments.
Reaffirming the role of the First Committee of the General Assembly in dealing with questions of disarmament and related international security issues, consistent with the functions and powers of the Assembly in the maintenance of international peace and security,including the principles governing disarmament and the regulation of armaments, as stipulated in Article 11, paragraph 1, of the Charter of the United Nations.
It has also been noted that the legal framework governing the disarmament, demobilization and reintegration process of illegal armed groups should guarantee the rights to truth, justice and reparations.
The universality of the Treaty and the equitable distribution of the obligations andresponsibilities of its States Parties form the only viable basis on which sound international law governing nuclear disarmament can be built.
Indeed, there has been evidence of a gradual weakening of the existing legal regime governing international disarmament, exacerbated by the resort to actions that fall outside the ambit of the principles of collective security.
